Being vaccinated doesn't mean you can't spread infection. It protects you from getting ill, but you still may be carrying a high viral load (that your body is in the process of killing off) that you can pass onto others.
So a vaccinated person coming into a country of vaccinated people = great. I hope the EU sorts out standards for international vaccine passports soon for that reason so Ireland can make use of it when our vaccinated % is high enough.
But a vaccinated person coming into a country of unvaccinated people = a risk to that country's population if coming from a quarantine list country. Israel was on the quarantine list at the time so it's tough luck, imo: her vaccine status is irrelevant.

I wonder why these people can't seem to bear two weeks in a hotel. It is a pretty easy thing to do, in the grand scheme of things, and we have so much technology to entertain us.
I saw people in the UK, in hotel quarantine, holding signs up to the windows saying that they were being held against their will.
Like, it is two weeks! In a hotel!
