SARS-CoV-2 was first sequenced in early January 2020. This made the mRNA vaccines (like Pfizer, Moderna) possible to manufacturer within days afterwards. And then the lab-tests could start on their possible efficacy & safety. Funding was more or less instantly available, too. Modern fast accurate Genome sequencing is a big reason why these vaccines were developed faster than any other vaccines in history. And why the vaccines can be tweaked quickly for new variants. But can't be rolled out to big populations as quickly.
The UK is world-leading in genomic sequencing of samples of the SARS-CoV-2 virus found in new cases, which is how new variants are found. Most variants aren't important, though.
