Nope, not at all. It was said in frustration at the idea that big bad SAGE are running everyone's fun and should just try to be a bit more upbeat.

I know, it's awful isn't it? I can't think why they didn't find someone suitably flamboyant from Ru Paul's Drag Race or Strictly Come Dancing, or even one of the Big Brother presenters, for the role of Chief Medical Officer instead.
