Re. timings- this will be a statement to the House of Commons on October 12, which usually occurs around midday.

But also found this:
In the past coronavirus briefings to the public have been held at 5pm from Downing Street, however, tomorrow's announcement could be held earlier in the day as it is coming from the House of Commons.

Previously these types of announcement's made in the House of Commons to MP's relating to Covid-19 restrictions tend to take place between late morning and mid-afternoon.

I reckon they will put a stop to all social household mixing. Not sure if they will close premises yet but they will say you can only go to them with members of own household so no meeting friends or family. So the same as in Leicester as has been for yonks and some of the North.

It won't so much be a debate as an explanation, but here we go.

Firstly, it wasn't the north that elected the party whose austerity programme and deprioritisation of pandemic planning left us in a weakened position to fight something like this before it even started. In none of the elections since 2010 have a majority of our MPs been Conservative. We did not do that to ourselves.

That same government, not of our choosing, initially failed to take action early enough and then, once the virus had well and truly arrived, directed a national lockdown on London's timetable not ours. It's increasingly clear that our first wave wasn't over when the regulations were loosened. Again, we didn't do that.

It isn't us who have made a bollocks of track and trace, without which containing the virus isn't remotely possible. We didn't orchestrate a situation where so many of us work in roles that can't be done remotely, and where often those are the only opportunities in some areas. It isn't us who think threatening people with fines whilst failing to ensure they retain full pay whilst isolating is an effective way to ensure compliance. That would be the government we were disproportionately unlikely to support. We didn't piss away significant public support by defending indefensible eye test drives (ok I guess Cummings is northern so that part is on us...)

Our elected representatives aren't the ones who've imposed restrictions from on high in a centralised system, whilst ignoring people on the ground in the areas affected who have actual local expertise. That would be... not us again.

While all these things are the case, there is no remotely convincing argument that we did it to ourselves.

Probably with some kind of loophole designed to make them and their 'friends' richer.

I would have thought, specific lock down for red places.

Announcement of a two week half term, circuit breaker half term for all worrying areas, perhaps the whole uk and mention of a possible 3 week Xmas circuit break.

Tier Three, will have four main characteristics.

a) Pubs and restaurants will be closed for all business except takeaways. That will be a legally enforceable rule.

b) Local people will be asked - as guidance rather than a legally enforceable rule - to only make essential journeys within a Tier Three area.

c) People living within a Tier Three area will be urged not to leave the area, unless it is absolutely necessary. Again that will be guidance.

d) And people living outside a Tier Three area will be asked not to travel to a Tier Three area unless essential, and they will be urged not to stay overnight. Again that will be guidance.

(Warrington which was put into restrictions with the rest of Liverpool, St Helens and Halton isn't mentioned, but it should be noted that Halton is part of the same NHS Trust as Warrington so its very possible probable it could also be included cos Westminster isn't very good with maps and isn't part of Liverpool City Region and the local council have made a point of saying they don't want to be included. But then they weren't invited to the No10 discussions only the City Mayors...).

3 tier system focused on level of risk. The north will be tier 3 - Manchesterr, Liverpool and Newcastle and possibly Nottingham with the highest level of restrictions - pubs and restaurants (probably) to close and limited mixing indoors - only with your own household. Tier 2 medium level of restrictions and Tier 1 - the same as currently, still wearing masks and restaurants and bars closing at 10pm. It is all well reported in the papers.

It's just not fully clear which areas will be in the medium and lower their and what compensation will be available to the worst affected areas.

Im in South Yorkshire - Sheffield & expecting 3 tier lockdown as we are a hot spot and cases are rising uncontrollably.
It's speading through both our Universities. Also, certain residential areas are not following any social distancing

The government locked down at the same rate of infection as most other European countries. I dont buy the "we acted too late" narrative and never have

But none of that was my point. Im not on a party political soapbox. What I mean by "we have done this to ourselves" , is that we have ignored the local lockdowns. No one gave a fuck and so, unlike the harrowing, this is a mess of our own making. We northerners ignored the rules. It's as simple as that
