If outdoor exercising is banned, what about dog walking?

Are they exempt? Expected to just use their garden for dog exercise? What about dog owners without gardens?

Heard what I thought was a sensible proposition on the radio the other day. To ask people with large gardens to give up their daily walk and exercise in their garden instead so that people with no outside space could social distance more effectively in less crowded public spaces. Sounds reasonable to me.
Walk miles most days with my elderly but still energetic dog in normal circumstances but she’ll cope perfectly well in our large garden for as long as it takes.

Smallest is potty training atm, picking up poop from the pavement sounds preferable to having to grab the potty before he tries to empty it himself. Does a little life backpack count?
