Would assume girl first but not shocked to hear it was a boy.

Well it's a surname but if it has to be a first name it would be for a boy.

I immediately thought you were asking about naming a boy, as the only Baileys I've heard of are boys. That said, it isn't a very traditional name full stop, so if I was going to get picky it isn't a first name. I'm not that picky though. I think it's fine to use it for either. I don't particularly like it, but that doesn't really matter, if you do.
