I know a girl called Bayleah and and dog called Bailey and a family of Baileys. It is definitely better as a surname

I immediately thought you were asking about naming a boy, as the only Baileys I've heard of are boys. That said, it isn't a very traditional name full stop, so if I was going to get picky it isn't a first name. I'm not that picky though. I think it's fine to use it for either. I don't particularly like it, but that doesn't really matter, if you do.
