Do you mean the tallest ? Because that's not true. There's much higher % of dog ownership in some other European countries.
There are 12 million dogs in Britain. Germany have the second biggest dog population at 10 million.
and also have the largest number of unwanted dogs housed in animal centres.
Great. Would you prefer them as strays or roaming around eg Romania?
Nope. But it shows we have a glut of dogs and no-one wants them. Therefore - 'too many dogs'.
There are more registered pet dogs per capita in England than anywhere else in the world bar the USA/South America.

Just pointing out that we have exactly the same problems of too many unwanted dogs and of abandonment, if not worse - yet ours is hidden from public view as we put dogs in little cells out of the way rather than letting them roam.
England has a problem with too many dogs, too many amateur breeders, too many people selling puppies in the friday ad, unfettered imports and stupid people getting dogs only to give them up as soon as they aren't puppies anymore.
