To report my neighbour for indecent exposure in his garden?

On regular occasions when I look out of my bedroom window at the back of my house, I have seen the elderly neighbour opposite standing fully naked in his back garden. Not only this but he is touching himself, and stands right by his back door clearly wanting people to see. It's absolutely disgusting, and bothering me quite a bit, especially since I have young children.

I have looked into indecent exposure but this seems to need to be in a public place, not sure whether since this is his own garden whether that would count?

Does anyone know if I can report this and whether anything is likely to be done about it?

He's a dirty old man and this type of behaviour often goes with other sexual offending, or it escalates to it. Don't have great confidence in the police after the scandals though.

It’s more to do with visibility from someone else’s property or from public property.

For everyone debating whether you should take photo/video evidence.

When my neighbour did this to me I took photos as proof. When I reported it to the call handler, she told me that the photos couldn't be used and advised me to delete them, as technically I shouldn't have taken photos of him naked. I kept the photos as I expected the police officers would unofficially ask to see them when I mentioned that I had taken them, but knew they could not be used as proof. Which they did.

The police officers were taking my complaint seriously anyway, but from their reaction when I showed them the photo it made it very clear to them how creepy his behaviour was.

Does he have family visit ? If so - I know this would be an awkward conversation- but maybe chat to them . I say this because I worked as a carer for the elderly for a short time and I would see this kind of behaviour in those with dementia sometimes . It’s like they are unaware of it being inappropriate. It’s not appropriate at all and if you can see this and there’s a chance your children could then it needs to be stopped , but if it’s down to dementia then calling the police might not be the right way .. but saying that , maybe calling the police might lead them to contact adult social services . Maybe if you can’t speak to family then 101 might be the best step.

There was one man I used to visit who would regularly just get naked and I found him in his garden naked a few times ( he wasn’t masturbating , just acting completely normal - but naked ) he was in the early stages of dementia and it was though he wasn’t aware he was naked .

I'm surprised by that. The officer I spoke to today seemed to think that if he was in his own house, nothing would happen to him. He even said if he was just naked in his garden it would be difficult to find a crime. But it was the masturbating part that crossed the line.

Someone I worked with was charged with indecent exposure (20 years ago admittedly) for being naked inside. Local kids said he was standing at his large living room window with his dressing gown open and they could see his dick. He said he was trying to program the tv and his dressing gown fell open. All the details were in the local paper but in my old age I can’t remember the trial outcome. He was definitely charged though.

Please report this to 101, we had similar with our immediate neighbour and it escalated and the police got heavily involved.
Report to 101 and the local police will contact you, if possible get vidio and photographic evidence as they can do very little without it.

Hyper sexuality can be a symptom of Dementia and can appear in the early stages.

I would contact the police because if he is doing it on purpose then they can follow the right process.

However if it is something else they can ensure the right agencies are contacted and then if it is needed he can get some help.

Either way it is not something you should have to see.

As previous posted said being naked isn't a crime but walking in public is. Speak to the police, they will go and speak to the man in question. If he's of sound mind they will tell him the consequences of his actions if he's not of sound mind they will get the relevant people involved. Ask the police if you should record it as evidence -wouldn't recommend recording without them agreeing- I'm sure it's not illegal to record but not worth the hassle it night cause, especially if said person is unwell.
Also keep a note of when you see it happening, first thing, last thing or random times

I think (been out of the job 12 years so things may have changed) that it could be classed as either indecent exposure or outraging public decency.
I may be wrong (happy to be corrected, it's a long time ago) that one is if you're outside, the other is if you're indoors but people can see you.
I'd be inclined to ring 101 as others have suggested, or pop into your local police station (if you still have one) and have a word with them.
Either way it's not acceptable behaviour.

Popping on here with no advice but to say I had this growing up with our neighbour. My sister’s room faced directly onto his garden and he was naked, wanking and other stuff besides. Our parents didn’t believe it so we took Polaroids of him to show them. Mum went to the police but nothing seemed to change… hope you can sort it OP it’s bloody grim. (This was the 80s)

Thats is absolutely gross and yes, dementia can cause disinhibition but equally, many men (yes, including the older ones too) are just perverts who get off on this kind of thing. I suspect he was just as disgusting when he was younger too. We had an old man living two doors down from us, he did NOT have dementia, and he used to regularly try to look into our bedroom window and spy on me and other women in the street. It was horrible. He'd also make lecherous comments all the time and try to start up conversations which quickly turned sexual.

Definitely report it- its completely out of order and the police need to speak to him.

That has just made me remember a right perv who lived on my street, used to sidle up to passing women and say he wanted to be a big baby and have them change his nappy! It happened to me and to a few other women, we reported him, he had a visit from the police and moved away shortly afterwards. It sickens me that women and girls just cannot live their lives in peace without creeps like this getting their sick kicks in horrible ways
