It's not! 7's pipe is blocked, there's no way it can fill.

I think 6 is the only one that will completely fill!

I was going to say none will fill as the top is still on the bottle.

This and the tubes from 2 -> 5 and 3 -> 6 are also blocked.

OP your solution is incorrect. 5, 6 and 7 can't fill as the pipes are blocked. I agree with pp, it's 3, 4, 2, 1.
