OP your solution is incorrect. 5, 6 and 7 can't fill as the pipes are blocked. I agree with pp, it's 3, 4, 2, 1.

The pipes to 5 and 7 are blocked, how is the pipe to 6 blocked? Confused

3 will be the only one that actually fills up.
1 will never fill because it empties before the top,
Liquid will never get to number 2 (and therefore 4 or 5) because it will empty out the lower tube towards 3.
Of the two pipes coming off of 3, the one towards 6 is blocked at the out end, so that will just fill and the one towards 7 is blocked at the top. Therefore the liquid has nowhere to go but eventually overflow from 3

It's blocked going into the glass at the bottom of the pipe

3 fills first because the two pipes leaving it are closed off. After that liquid continues flowing down the pipe to 3, but overflows from 3 onto the floor. Unless the rate at which liquid is added to 1 exceeds the capacity of the pipe to 3 to take it away again, 1 will never fill above the outlet to the pipe and none of the other glasses will fill at all.

Why would it be otherwise?

Also, I have questions about the water flow rate. Is it dripping in? Is the tap doing an impression of Niagara Falls? Is the tap-owner on a water meter? Is there a drought? Why isn't it wine and where is my wine?

Nope. 6 has no open pipe above it. Only 3 can fill and then overflows onto the floor.

Because once 3 is full no more water goes that way and number 1 starts to fill a bit more, until the overflow pipe on the left of 1 starts to empty water into the next one.

Nope. It overflows down the outside of the blocked off pipes into 6 and 7, then once they are full, onto the floor.

I mean, assuming the lid comes off the bottle then 3. But there's nothing sealing in the tube at the top of each glass so when 3 is full it will just start overflowing and none of the others will fill.

I guess it depends how accurate the drawing is.
