Four year old twins left home alone

For at least an hour. Is there any circumstance that makes this reasonable?

Under no circumstances whatsoever.

If a partner did this- leave them.
If someone else you know did this- report them

My neighbour. We are in a strip of units designated for women and children escaping domestic violence.

None. If you think of extreme circumstances like someone is dying and I need to go to hospital, it still wouldn’t be ok. You would make arrangements or take them with you.

Two of them would be even more dangerous.

Exactly to everything above. I stayed close by once I realised Mum had left them until she returned.

Where did she go? Is she an older woman? I'd be extremely concerned about her mental health and competence

I didn’t hear/see her leave, but she returned (solo) in a car I’ve never seen at this address before. There was at least an hour between when I realised the children were alone and the time their mother returned.

It's never ok to leave 4yr olds home alone.

Even in emergency, bang on a neighbours door and beg them to watch the kids
