Good isn't relevant.
Did it come out as the child intended?
Did the materials use work, produce the effects the child intended.
How does it match up to what the kid wanted to produce.
It could have been drawn by anyone between probably 5 and 100.
If they were aiming for hyper-realism, then no, its clearly crap.
If they were aiming to have super accurate proportions, skin tone, or perfect blending of what looks like oil pastel..... no, still crap.
But if they're happy, if they have achieved their goal, then it's good.
If someone else wanted to hang it on the wall and enjoys it, its good.
Far far technically worse pieces of art are hung, bought and sold for stupid money, than this - and thats because 'good' is not relevant. It's whether it speaks to someone, whether someone enjoys it, and... whether someone wants to buy into the hype of a particular artists name and work.
