There is no protocol that says 'family' must be there. That's nonsense. Prince Harry does not need to be there for the announcement to be there.

Her children are there. The heir to the throne is their and the future heir.

There is no protocol that says any of them have to be there. The Queen was in Kenya when her father's death was announced.
