Quite possibly but sadly we don't know the inner workings of how this crap show came about.

All this does is reinforce how senior level people think on a completely different plane to more regular folks. Don't get me wrong, I have a responsible job but see this a lot. Decisions that are mind-blowingly bizarre that always comes back to bite them.
