AIBU to think something is 'off' with neighbours

So about a year ago we had a lady and her young baby move in opposite us.
At first she it's appeared she was single but after a few months I noticed a guy around a lot and seemed to be living there. I can't put my finger on it but they were an odd match and I once saw him leave the house, go to the car- he seemed to put something or collect something from under the wheel arch?! And then walk past the house and into the park..Anyway that might be totally irrelevant just weird. After a few months this guy moves out and within days they was another guy there who had seem to have moved in. This guy was very muscular and 'hard' looking! Didn't notice anything particularly weird about him but just how he literally turned up days after this over guy and was now moved in. Fast forward a few more months, and it's happened again! Within a matter of days one meat head guy has left and another moved in!
I forgot to add actually while second guy was living there a police officer did turn up to the house and was peering through the living room window. They were definitely in and seemed to be hiding?

So now this other guy is in. When guy number 2 was there the women got a new car and now he's gone a new car has arrived. She and new man are driving this car.
I can't work out what the hell is going on, or is it actually nothing? Bf thinks witness protection but im not sure really what that involves. House is council if relevant.

Any ideas?

I’d probably report it to police - non emergency- just in case all the tooing and froing you see helps them with any known vulnerability / safeguarding issue ??

You would report it to the police? What exactly would you say?...... My neighbour has had 3 male visitors in a year and a couple of them looked dodgy'? I don't think she works and once someone with a clip board came to the door 😳 seriously?!

Well according to the OP the police have been there before, so I doubt they would laugh in her face.

I’m really appreciating our current layout where utility rooms, staircases, bedrooms, bathrooms and WCs are at the front and all receptions are at the back.

Someone remind me never to buy a nosey neighbour friendly layout again. Or to have high hedges.

Could be anything but I hope you'll let us know developments. I live in a small village where nothing happens but when my son's friend's dad answered an ad in the local paper for a single bed it turned out to be a lady offering her quite specific services. So OP, do keep us posted.
On the other hand, if some form of abuse is occurring you may be in a position to offer support in the long term.

Wow! Are you my nosey old neighbours that are spying on me!?
Please mind your business could be extended family or friends that are helping her out. Are you employed? Having time to notice the cars and who’s driving them or watching her on cctv? Honestly increase your work hours or get some hobbies that don’t involve pretending to garden and peer over her fence. lol

But she doesn’t have anything to report! What is the crime here? Newsflash - the police won’t even come out for a burglary these days. ‘I saw a man in a house, having previously seen different men in the same house’ isn’t going to get CID racing around.

I am invested what if something bad is Going on. if I was in a horrible situation like cuckooing - I would be praying other people may be watching over me. Obviously I have no real evidence yet but I dont understand the harm in taken an interest.

I work 10 hours days if not more, 7 days a week. I have enough going on thankyou. Everything I've seen have been on the off chance of going out or opening the curtains. Or perhaps god forbid passing a window and looking outside Shock

The woman with clipboard will have been a health visitor or social services. Possibly also why police were peeking in.

Maybe she rents out short-term to people who have just come out of prison? A few months to find their feet, look for a job and permanent lodging. That could explain a police officer doing a check and why they don't stay for long and there's a continuous stream of men who look dodgy to you.

Depends on the area, some will allow it some won't. You do have to declare it though for Council Tax purposes if you are a single adult letting a room.

I thought there was a big push to positively encourage social tenants to take lodgers? There were posters on public buildings here a couple of years back.
