This is correct. Each state's governor has authority over their own state.
Remember that we are the United STATES of America, not the "Country of America". The Constitution gives the power of self-governance and self-regulation to each individual state, with the Federal Govt having 'final authority' over state laws that conflict with the Constitution or federal regulation. That's why you'll see different laws in different states, with some laws being the same due to federal regulations. A simple example is that different states have different (federal) Interstate highway speed limits, but all states have the same legal drinking age (21) due to federal mandate.
As far as DC being a state, the reason it isn't is because when the capital of the US was first being established TPTB wanted it to be in a separate 'district' so as not to be influenced by the government of the state in which it was located. At the time the area was sparsely populated and I suspect they figured the population didn't need the protection that being a state would give it. Obviously, it's different now.
I'd love to see a movement for statehood for DC and for Puerto Rico. IF that's what the residents want.
