Robert Farley *@drfarls* I am told that the reluctance of DOD to call out the DC guard is because they would come under the command of POTUS, which would obviously be a problem.

Question:

Is Virginia National Guard are under the control of the Governor or the President? Whereas the DC guard comes under the President - and if he tells them to do something they don't want, does this leave them with a problem? Is this the issue?

Military jets just went over our house. They're bloody loud.

US. We're between NY and DC so we often get jets overhead when airspace needs to be cleared.

No, the Mayor of DC calls the shots in DC, the city itself, including requesting National Guard.
