Could be, could be divided between public transport, law enforcement and local government. All are facing financial crises.

People who are exempt can display a letter from their GP or enter their details via a contactless chip when they enter the bus.

unnecessary as people are IDd when they get on the bus via their bus pass or contactless payment - at least that's how it works here, granted may be different elsewhere
You would also need to work around data protection and get addresses. That is of course the travel card they use is registered.
There are no unregistered cards here. May be diferent elsewhere. Could be looked into.
My Oyster isn't registered, I top up with cash. When I'm out of London I buy whatever day saver they have with cash.
We don't have Oysters here. I would be looking at making Oyster cards registered in cities
So anyway, you've got through all that and issued a fine. Some will pay, others wont and will ignore/appeal which costs more money and time.
Same with all kinds of fines. Should we abolish all fines because of this?
Not everyone gives over all their info to every company that wants it. I wouldn't trust some random private company to ensure the info was properly protected and not sold on.
This is an important point. I am extremely cautious about giving out my details for exactly this reason.
Of course people who are genuinely concerned about state surveilance could try their best to remove the need for it by doign things like wearing a mask on the bus.
