The time is now GBarmy. Not my decision but the governments decision. People who can not work from home should return to work. Premises and businesses must make adaptions to make them safe and maintain social distancing.
That includes public toilets and seaside businesses as much as it does urban facilities.
But if all these business owners can afford to turn away custom then that is their choice. But if they are chosing to do that then they shouldn't be supported by the rest of us that have gone back to work and opened up businesses again.
We are in construction and had 3 weeks off until we had a plan and new rules in place on sites. Farming never stopped. Manufacturing has kept going. Other food places have kept open. It's entirely possible for most businesses to adapt.
Those that don't will be bankrupt within a month of the government schemes being withdrawn. The incoming recession will make the covid crisis seem like a walk in the park, with or without toilets and a cafe.
People need to start taking financial responsibility for themselves not hiding away from people looking to spend money. If they chose to do so, then as I said upthread they need to forfeit any of the business saving support the government has given because it os to support business through the short term impact of the lockdown. Not support it while ever we have the virus here because it will still be here this time next year.
And I say that as someone who lost their fil at Easter to covid19 and have my mum and my aunt shielding.
