AIBU to want to punch my neighbour

Hi, tried posting this with a photo earlier, but mumsnet deleted it because apparently you can identify a non mumsnetter - no you cant!!

We moved into this property 6 years ago.
Neighbour wasn't happy as he wanted daughter to move into the property - daughter doesn't want to live near parents!
Over the past 6 years we have had nothing but hassle from this neighbour.
I'm a nutshell, he doesn't like people on benefits - I'm long term sick through mental health and sever back problems.

This morning (and this was why I included photo) this neighbour was out the front cutting his grass wearing a coat with a hood, surgical gloves taped up with electrical tape to the sleeves and a scarf wrapped around his face covering his nose and mouth - his reasoning?

BECAUSE PEOPLE ON BENEFITS WILL GET IT FIRST!!!!!

Please tell me I'm not being unreasonable when I say I really want to go out and punch him in the face!

Oh forgot the best bit - he actually spat on my path when he said this!!!!

He sounds deeply unpleasant and I'm sorry you have to live next door to someone like that.
I think you should keep a diary of all the times he has been bullying, then take advice about whether you can prosecute for harassment, bullying.
Does he own his house or is it rented? If rented I would contact the landlord.

Mummypigisalwaysright I know. But feeling really low today and him being a prat hasn't helped.
I'm the past he has verbally abused me (reported to police and he received a caution)
He's phoned the landlords agent demanding we be evicted - for having work done on outside of property that was arranged by landlord.
Phoned landlord over us having a vegetable garden!
Phoned police over my ESA dog claiming she was a pitbull - she was a bullmastiff!
Tried to poison my dog because the police ignored him!
Reported us to any agency including the DWP to say I'm faking my disabilities - I'm not!
Told my mental health nurse to get a proper job!
Hides my bin on bin day - he moves it to another street!it

The list is endless, and I've reported it and reported it!

I don't want to move as other neighbours are great and landlord is great!

Oh the neighbours are aware of what he's doing and they don't like him!

@JustStayAtHome I don't talk to him - he was shouting in the back garden at whoever is in the house (his wife and son) but he does it because I have the Windows open so he knows or thinks I can hear him

Don't punch him, it would break social distancing rules. Keep your distance and throw things at him.

Does that all add up to harassment? He sounds vile. And yes I’d report the spitting.

Sorry he sounds like a complete nightmare. When he starts shouting for your benefit, I’d put the radio on loudly. Then he doesn’t get the satisfaction of you hearing what he thinks, and you don’t have the stress of it either.

@anotherlittlechicken I don't want to move - landlord is really good - he's even offered me a break in the rent and his wife keeps ringing to see if I need anything - I've said no to both offers as I have support - and most of my rent is covered by housing benefit (I pay a top up of £100 per month). Previous tenants were a nightmare and had done lots of damage to property. I've decorated and done lots of the repair work myself (this is my home and I take my responsibilities seriously). Landlord was doing all the work and really needed more time to complete but I needed somewhere to move asap, hence me doing the work. Hope that makes sense
