From space? What you're doing is frantically trying to find proof of an off-hand comment you made. As I understand it - and again, I'm not defending Icke because I think he's God or whatever - Icke here is referring to reptilian-like gods which are fairly common in ancient religions, e.g. the Sumerians. I think him taking "lizard" from "Liz" is a bit silly by the way. I haven't studied her bloodline but I would expect her to be proud that it can be traced back through all kinds of nobility strands.
I've heard Icke speak about the reptillian thing and while I still don't agree with it, it's actually not as way-out as critics claim. I think he's talking within the concept that all life is electrical at core, with matter just an outer expression of that. He says there the Earth was visited by aliens much more powerful than humans - again, I'm not saying I agree but there is a lot in ancient texts/religions that suggests this, even if they don't of course use the word "aliens"; more likely to say "angels" or "gods". The Book of Enoch, for example, is full of this kind of stuff, and Sumerian texts too.
I think Icke is saying that these reptillian blood lines still exist - again, I don't necessarily agree - and those that have it are able to affect their electrical emanations so that the viewer sees them as human, when in fact they're not.
Yes, Icke claims the Queen can do so. I have no idea but suspect it's not the case. Personally, I think he made too big a jump with this claim - possibly with good intentions but, well, we can all see the damage it's done to his reputation.
Having said all that, Tony Blair is a Catholic so presumably believes that Jesus died and came back to life again, and was born of a virgin; and that when he takes the holy blood and bread that is literally the body and blood of Jesus. I can see, however, that Blair is probably not a good example!
