Compressing the neck is NEVER safe. NEVER.
The so-called 'safe' method of compressing the carotid arteries at the sides of the neck can cause stroke (by cutting off blood supply to the brain or by dislodging plaque on the inside of the arteries, which then floats upstream, blocking blood vessels in the brain).
It can also lead to dangerous dropping of the blood pressure due to action of pressure receptors inside the carotids.
Pressure on carotids also stimulates the vagus nerve, which cause slowing or cessation of the heartbeat, ie cardiac arrest.
Cardiologists sometimes deliberately apply light pressure to a carotid artery to treat certain dangerously fast heart rhythms (by deliberately stimulating the vagus nerve). This is only ever performed following careful risk assessment, including full medical history. There is always full resus kit available and they only ever apply pressure lightly, for a short time and to one side of the neck, observing the cardiac monitor throughout.
Anyone who thinks this practice is safe is dangerously misinformed.
