My front door and the frame don't join together properly so it's absolutely freezing in my house.
The drafts are so bad.
They have been out today and say nothing they can do.
Can I have your opinion?
Or advice what I can do please?

The gaps shouldn't be as big along the top

But to the council's eyes the door isn't defective. Have you asked your HO if your property is due any capital maintenance works soon - windows/doors/new kitchen etc? They may be planning to change doors then but they are unlikely to do so outside of programmes works unless the door is defective. But if your flat is cold (and most of the living spaces are not directly in front of the door perhaps check your heating system is working as efficiently as it should be?

It isn't. A door that fitted flush with no gaps would never open.

On a very practical note, you can get draught exclusion tape that you stick to the door frame that effectively fills the gaps. I have an old house and added it to both our external doors. You can either get a screw on draught excluder for the bottom of the door or a fabric one. Both will help.

My kitchen hasn't been replaced is 1986 so I doubt that will change anytime soon.
Don't have double glazed windows either.
The whole place is freezing

You obviously don't want to be told YABU or given suggestions for cheap fixes - so why post OP?

The door looks totally normal. It's why draught excluders, foam insulating tape and door curtains exist.

PVC doors can be like that too - my front and back doors both let a hell of a draught in (and water in the front door if the rain/wind is at the right direction!).

sorry OP doesnt look any different to the doors i have at home- i have draught excluders that i bought off amazon but it wasnt that cold to begin with. Any other issues causing the cold: draughty windows, poorly insulted loft, rubbish heating?

I'm not saying there should be no gaps
I'm saying my door doesn't shut properly and the gaps get wider along the top and side

I second this. Honestly, OP it can be quickly and cheaply sorted. We have the overlap tape on our wooden French windows. Easily attached, works beautifully. A curtain wouldn't do any harm either if it's a generally cold flat.

Is this your downstairs door to the outside? It wouldn't be making your upstairs that cold. Do you have other doors upstairs?
