Even if they can't be prosecuted for a particular crime, their identities will soon be out there and their lives will be ruined.

Will they be ruined though? My experience of these type of people is they are surrounded by people who think like they do. If they lose a job, those people will help them get another one etc.

I agree with you @AlecTrevelyan006 - I think what they did was abhorrent & should be condemned, but not actually criminal. Thought police at work & I'm not ok with that.

@ProfessorMoody I certainly hope they lose their jobs. However I really dont like the thought of them living on benefits for ever either. Not sure what a good compromise would be though.

Not so long ago the response to such an utterly tasteless and offensive act would have been universal condemnation and ostracisation. Having family, friends, neighbours and work colleagues think the offender was a total twat was usually a pretty effective way of dealing with a grievous social offence, for anyone who wasn't actually a sociopath.

But there's a difference between being beyond the pale and committing a criminal act. The remedy is a sincere public apology, not a criminal record.

And this is exactly why people aren't afraid of being labeled it anymore, because morons are happy to ascribe it to anyone that doesn't agree with them and the word has lost so much of its meaning

They've been arrested under Section 4a of the public order act which is quite specific in its remit. Clearly the police feels it falls under this remit because it was videoed and the video was published - placing it in the public domain.

It was a really gross, shocking thing to do. But arresting people sets up a dangerous precedent. Do we want to see people being arrested for burning the effigy of a politician during a demonstration, for example? Or doing so on their own private bonfire? You can't write laws that are based on "we are going to protect some categories of people but not others." Slippery slope, people.

Oh we are already on a slippery slope, Trump, Brexit, the rise of the far right in general, this is a symptom.
I put it in the same category as the Sandy Hook massacre conspiracy theorist, to take something so awful, probably the biggest national tragedy in recent years and mock the victims, who are already at a disadvantage due to living through it, it's not a joke, it's not funny, it's repulsive and vile behaviour and it should not go unpunished. Why do we have to keep putting up with this awful bullying of minority's under the guise of free speech?

I completely agree that burning an effigy of the Grenfell tower (with people, including a baby, carefully drawn on it -what the fuck) is twisted and sick, disturbing and deeply offensive. But (prepares to be flamed) in a week where the media has been full of the cuts in funding to policing, the fact that there have been 4 stabbings in South London in almost as many days with no real solution currently in sight, we are being repeatedly told that police have to prioritize where to focus their resources now; ie burglaries are unlikely to be attended any more - no I don't think putting a cardboard box on a bonfire is what the police should be focusing on. Yes these people are disgusting but we have always had foul, offensive elements in our society. Whilst I find these people and their actions repulsive no I do not think this case is where police should be chanelling resources.

To make another point (and whilst this does not excuse this repulsive act)British Bonfire Night celebrations originate from a similar place of bad taste. A Guy is an effigy of a person, to be burnt in the flames, to symbolize Guy Fawkes burning,and the explosion he set in the Houses of Parliament. Even today, if I built an effigy of Simon Cowell, or Donald Trump, or Piers Morgan, and burnt it on a bonfire on Bonfire night I would do so to claps and cheers. Whilst offensively done, the burning of an effigy of Grenfell Tower is only an extension of that poor level of taste.
