Across Many many Americans don't ever even get passports, that I'm aware of. I didn't have one until I was over 35yrs old. Especially those on lower income as they are most likely to holiday within the US or possibly Canada - they don't need one to go to Canada (or at least we never did before - has that changed in the last 15 years??).
