I sincerely hope not. Once we start down that route innocent people will, inevitably, suffer mob "justice". Indeed, it is not impossible that someone could be killed for the "crime" of looking a little bit like Worboys.

The spelling of neighbour in the post above suggests the poster is American. To get only one year for sleeping with a 14 year old the offender must be just a few years older. The lowest possible sentence where there is a significant age gap is 4 years other than in exceptional circumstances. Using the services of a hacker in the way suggested is a criminal offence and is highly dangerous.
