Pieces of paper with each candidate's name will be printed and cut to the same size. The slips will be placed in old film canisters that the Election Department has on hold. Those canisters will go into a bowl and be thoroughly shaken up. Then a board member will pick one and that person declared the winner.
But the loser does have recourse — they can request another recount.
Yancey won the race on election night by 10 votes. Then Simonds won the recount by one vote. Then judges declared an irregular, uncounted ballot should be a vote for Yancey, leaving a tie.
The winner of the race is so significant because it will determine the political control of the House of Delegates. If Yancey wins, Republicans maintain a 51-49 majority. If Simonds wins, it ushers in a new era of politics where both parties will share power.
Republicans have held a majority in the House for nearly 20 years.
