Re the need for planning permission: in my area changes to windows and doors in blocks of flats DO need planning permission - I think in order to maintain a cohesive look for the entire block. So that may apply in the OP's area too.

This is not going to end well. They are not going to be keen to hear about how it's a private garden having planned and paid for work to allow them to use it.

That they've gone ahead without bother to check who owns the land or apply for planning to do it, speaks volumes about them.

Unbelievable! Even if it does turn out to be a Juliet balcony, are you really going to want them sitting there peering at you whilst you're in the garden?! You'll be like an exhibit at a zoo!

The thing is even if they are just doing it for more air and light in their kitchen it is invasive when the Op uses her garden, and also it gives the wrong impression to whomever buys their flat in the future.

Yes you are being far too nice. This will impact on your own enjoyment, your ability to resell and the value.

Tell the builders to stop, don't ask. Tell them to clear up. Photograph all stages.
Get in touch with the solicitor you have just used for advice on your boundary and what your options are.
Talk to the council as it is likely that there are not permitted development rights on flats.
You have bought your flat and you are going to have to be proactive about sorting this out. The neighbours are unlikely to be reasonable or they would not have done this in the first place.
Hope for the best but prepare for the worst.

You arrived home for lunch and it was done already? Blimey those builders are quick workers. There's no way they managed to cut a wall out for doors without trespassing on your property and they won't be able to put doors in without being outside in your garden. If you speak to the builders when they get back because they and their company are responsible for the trespassing and any damage/rubbish caused by it (i.e. Not the idiot neighbour) and they may not be willing to continue if they think you're going to sue them for trespass. Why don't you buy a very large and heavy garden table and chairs and put it right up against their 'doors'?

Oh what a nightmare.
Some people are just so entitled, and so not suited to communal living.

I'm currently 'negotiating' with a neighbour who has 9 bikes in the communal bike storage area so no-one else can get a bike in there.

I wish he, and your neighbour, would just go and live in the middle of nowhere where they can take up all the space they like without having to appropriate other people's.
