OP first off what a ghastly situation- hope your neighbours are not the CFN they appear to be and there is some innocent explanation to all of this (although god knows how).

On another note - yes please we need a diagram!!

Normally I would advocate sitting down with your neighbours to sort this out, but I totally understand why you don't want to deal with these people.

They are either
A) complete cretins, so explaining anything to them will be a major challenge or;
B) bloody minded, brassed necked chancers, who will try to get what they want at any cost.

I think let the officials handle as much of this as possible.

Access to her garden isn't an issue, the wall they have knocked down will need to be put back to original condition and window re installed as it was, very likely by very expense listed building specialists. Once it's back they can't access rhe garden anyway and they can't ignore a restoration order or they could be jailed. The fact it's listed is in her favour.

It's quite shocking either they are very stupid or they are very entitled. Either way it's game over.

If the building is listed then they a nasty shock coming their way. Presumably they will have to pay for the window to be restored to its original type.

I agree woth others upthread, engage with them as little as possible and leave this to the planners to sort out. I can't imagine making such a drastic change to a listed building will go down well with them at all!

Having had disputes with a neighbour get quite nasty, I hope they don't try to intimidate you OP. If they do, firmly stand your ground, call the police if you feel threatened. They were great with me when my former neighbours were being pricks.

Look on zoopla for the old listing of the sale, it'll have the property photos & description- you'll see then if it clearly states that it's listed (plus provide photos) Grin

I cannot picture this properly so need a diagram. A PowerPoint presentation would be even better but will definitely settle for a diagram.

Incidentally, I really do hope you frolick in your garden for all to see. Perhaps tonight you could do some kind of naked rain dance or something right in front of their doors?
