Jaxhog, since it's the OP's garden isn't it a foregone conclusion that planning permission would not be granted, so why would they say the neighbours have to apply for it?

I lived in a place that sounds like OP's - a listed building converted into flats and houses. Because the properties were all odd shapes and sizes some people's windows did abut the private gardens of others. But the very thought of bashing through one's window to give access into the garden! Surely you'd know this was a no no because your property details would not include "garden" in them. And your property would presumably be cheaper than one with a garden. I agree with others that getting a quick bash-thru by man and van indicates a level of "if I do it quickly then what's done is done" thinking.

OP, I'd be as angry as you, but I think you're right not to go round to the neighbours. You've been sensible by going to Planning, let them deal with it. If you feel threatened ring 101. If you think it will help you feel safer then ring 101 now, so the Police have some idea of what's going on, particularly as you're alone.

I have no idea if it's an urban legend, but I have heard a few times over the years some people say that "if you can build it in a day, it doesn't need planning permission".

Never believed it, but maybe your neighbours did ? Might explain the speed ?

OP, I think you're doing the right thing in not going round there. So far you've done it all properly through official channels, and like others have said, who knows how they might react?

I hope Planning comes down on them hard tomorrow. What will they do if the neighbours aren't in? Come and inspect what's been done and send them a letter?

Can you invite a friend over tonight OP, just so you aren't alone. You will have a witness if they come over being intimidating too.

Do you have a heavy plant pot you can put blocking the doors from opening if you are worried about the security of your flat?

Shocking OP, I would say I cannot believe what people think they can get away with but just recently on MN threads (neighbours, parking etc) it would appear that many feel they can do what they like. Hope the planning dept get it sorted and neighbours don't cause you any trouble, other than wrecking your garden that is.

If they do come round, mention you are concerned about security and the structural integrity of the building... along with the state of your garden.
