I'd also add it's a criminal offence not to comply with a restoration notice, as well as a criminal offence to change the structure in th first place without permission. The builder has committed an offence for the latter as well as the owner.

Not knowing it's listed, if that's even possible, is not a defense that's accepted.

Genuinely this will need to be restored as it was. I'd put money on it.

Not having the money to repair it won't help them.
If they ignore the enforcement order the Council will send in their own builders to do it, and then take a charge against the property with the Land Registry. The owner won't be able to sell it without repaying the money to the Council.

Any reputable builder would know that this was not on, and would refuse the job.

As an example, when we had our new boiler fitted we needed a new flue on the outside wall. As our house is listed the engineer wouldn't start the job until he had seen a letter from our local planning department giving permission.

Not up to this Cheeky Fuckery standard, but my aunt lives in a downstairs apartment with a small garden. The upstairs apartment doesn't have access to any garden and has a separate front door .
The upstairs neighbour came to my aunt and said that they were to be allowed to use the garden.
This would involve walking through her home to go out the back Hmm
He was most put out when she told him to fuck away off.

Just wow to this. OP - planning matter aside, you may want to obtain a copy of their title register and title plan from the gov.uk Land Registry website. Just to be sure their title docs reflect what you have in yours. It will cost you £6 and will nip any 'you're wrong' argument well and truly in the bud.

That is exactly what happened to my mother. The house was listed after she bought it. She had no idea as there was a paperwork fuck up and the house that had all the forms sent to it was abandoned so no one sent anything on.
She changed the windows.
Then, years later, she built an extension. When she was applying for the planning permission she found out the house was listed.
The planning officer came round and told her that the windows were replaced without permission. She told him that it was their fuck up that she wasn't told about the listing and that the windows were staying.

The windows stayed. She didn't go to prison or pay a fine.

This was about 30 years ago though.
