It doesn't happen, at least not in the way Bill describes it.
What happens is that when things start to stray away from the narrative of "evil insert scapegoat group of the moment here people killed people, let's hate them and punish them to "Wait a second, but why did they do that? or Why are we blaming every insert scapegoat group of the moment here* for the actions of the minority? Then people who are happy to simplistically blame scapegoat group of the moment and get on with their blinkered existence hating people get upset and start trying to blame the people who ask the question for asking the question and "distracting" them from their blind hatred/anger.
Because if we ACTUALLY started to look into things we might realize that we're all partially to blame for this for a variety of very difficult to solve reasons. Because solving the problem is hard, hating people is easy.
Does that make sense?
