to think 9am isn't too early for DC to be outside

Just overheard the neighbours complaining that the DC are out in the garden already. They are quietly watering their sunflowers not running around screaming.

AIBU to think it's none of their business?

Quite ironic that they are out their most days shouting and swearing in front of their own DC and we can't relax without listening to their fights.

I'd be sending mine out with super soakers and a radio full blast if I had neighbours like that.

Yanbu my dd loves to totter up and down the garden pushing her pram or making mud pies some mornings she's out before 8am

Yanbu. Mine go out to play as soon as it's nice. I do tell them to keep the noise down if it's early though. Better than fighting in the house.

Yanbu. 9am is the earliest I let mine out in the morning as the neighbours are quite old. I could hear them jumping and having fun on the trampoline! Surely that's a good sound!!

I always waited till 10 before I'd let mine play out. Mainly because they do not have any volume control, if they could play without yelling and screaming then 9am is fine.

My neighbours are out any time from 6, on the trampoline and screaming at each other with the parents occasionally yelling at them from their bedroom window to stop screaming at each other, then shouting them in at around 8.30 for their breakfast

Depends on the level of noise created I think.
I get hugely pissed off in summer, every weekend, after x5 days of early starts through working, when the neighbours throw their x3 grandsons out to fight and shout in back garden from 8.30 is.
However once I've supervised my dd aged 3 in the garden about the same time one very sunny morning and she blew bubbles (quietest activity I could think of). Generally my rule was not before 10am, and only if not being noisy too.

Quietly watering flowers? Well any time is OK for that, and I'm amazed it could be heard at all.

Playing, well that depends on the size of the garden (and in turn the proximity of the neighbours).

I took the kids for a play/swim this morning at a nearby park near the beach. We got there at 9 15 and the place was heaving with families. There were no parks, I got lucky.

I think that is fine. Both my NDN have noisy kids that run around the garden all day making a noise. I don't mind, I have teenagers (university age) who sit out in the garden drinking till late. It balances it out.

We have no young children in our house but on either side of us there are.
We are not early risers and are often woken up by the kids playing football outside in the morning.
Ball battering off the wall, shouts when they get a goal, shouts when they don't etc. They used to play before school everyday. It was like an alarm clock for us.
It is a bit annoying sometimes but I wouldn't complain. It's just kids playing. They're not doing anything wrong.
Same when it's the summer holidays and they're outside battering the the ball around until it gets dark.......
I just try and tune it out. You get used to it.

I do think it's kind and respectful to neighbours that might want a lie in not to let kids out to play noisily before 9am at the earliest. If she's genuinely quietly watering plants I can't see how that would disturb them though.

Generally (and not saying it's the case here) I think people with kids become desensitized to how noisy they can be.

My neighbours 3 children are out playing and shouting on their trampoline every morning at around 7 it's so annoying it wakes me up most mornings. I would love them to not go out until 9.

Watering plants is fine.
Jumping on a sodding trampoline wouldn't be. It's a really annoying sound if you're stuck in a garden close by having to endure it.

Jiggly - my dd isn't a screecher and generally just potters up and down talking to her dolls or mixing up mud pies for them.

She also likes to look at her books in her Wendy house or eat her breakfast on the grass.

None of these activities are loud or disturb the neighbours I genuinely don't see the problem with garden play before 8.

9 is totally reasonable, especially if they are not being overly noisy.

Before 9 am on a weekend is too early. And how do you know she doesn't disturb the neighbours?

I wouldn't complain but it would piss me off
