to think 9am isn't too early for DC to be outside

Just overheard the neighbours complaining that the DC are out in the garden already. They are quietly watering their sunflowers not running around screaming.

AIBU to think it's none of their business?

Quite ironic that they are out their most days shouting and swearing in front of their own DC and we can't relax without listening to their fights.

I don't let my three out before 10 because they are so loud. We are also the only
Family with young children for about 10 houses each way so the noise is more noticeable. I do spend half my day stopping them from screeching though. That's irritating at any time. Normal playing sounds after 9 I would think are fine

Anything after 8am is reasonable. That is when workmen start work with loud equipment, so kids noise is definently ok after that time.

OP YANBU, I'm no parent but I remember when I was a child we used to be outside from very early to play. They need to MTOB.

I get up around 6.15 every day so 9 is time for second breakfast.

6 is not an average wake up time, more like 7-8 no??
No noisy ouside play before 9am seems a reasonable compromise
