I'm mortified for those children, especially the 10 year old, having to face everyone at school after being plastered over the media by her idiot father.

If the children were upset it was as a result of their fathers actions and not the police officers. Allowing the girls to keep the flowers because they were upset dilutes the message about personal and civic responsibility. I recently saw a man allowing a small child 3 years probably pick flowers from a flower bed in a park. Does that seem reasonable just because the child liked them and wanted some? The council that runs that park is not very affluent and residents deal with a great deal of anti social behaviour. The park is very close to Westminster bridge and St Thomas Hospital and I imagine members of NHS staff and relatives / patients enjoy sitting out in the sunshine enjoying a rare green space in a very built up area. The message we send children in these circumstances is that their needs over ride the needs of the community and that any challenge is unreasonable and excessive. The father had no reason to pick the flowers and when challenged should have " sucked it up" and apologised. He has only embarrassed himself by publicising the offence online and in the media.
