Of course, this could be used to increase the number of refugees, given it lessens the UK's commitment. But of course it won't.
And I'm perfectly sure that the fact they've been out of the country of persecution will be used against refugees: the Home Office will ask for recent examples of attacks on them... which they won't have experienced because they've (thank god) been away in the UK.
I'm disabled and limited in what I can do. When I have an ATOS review coming up, I actively attempt things on the test list that I know will be dangerous for me - just so I have recent evidence that "doing X causes me harm."
