As long as there's an adequate supply of toilet paper by the toilet, how it's hung is irrelevant.

I can't say it bothers me greatly but I think I tend to go with 'A' if I put one on the holder.

DP claims he isn't bothered, and life is too short to even think about it when changing a roll. So how come EVERY time he changes the roll, it is A?

Sometimes I go freestyle and don't put it on the holder at all To answer your question, over the top is the way.
