I think given the circs (helicopter, floaty, unweighted dress, commando/g string, no attempt to hold dress) the possibility of buttock exposure in front of cameras was quite capable of anticipation. In which case there is no 'victim' and so any discussion on 'victim-blaming' is a bit redundant really.
