Kelly- becuase of one very simple factor: there isn;t enough housing available to people within that limit.

Otherwise wouldn't be so bad to be honest but if the cheapest house someone can find (what exists but is already rented is included in calculations for the level but that is pointlless) uses all your money, you cannot eat. it's a very simple 1+1 sum. The answer is much more housing for social purposes; locally the waiting list is 30000: see the problem? Anything at HB level will end up in a bidding war so it's not there any more anyway
