Why do people say it? I don't like it and think people who say it should have an immediate custodial sentence.

I have managed to day dream for significant proportion of mine.

i hear it alot in my work place (hospital) especially when operations get cancelled.

I think it's a clear sign that the person concerned hasn't actually worked that hard. But resents the idea that the poor might not be thrown on the streets to starve.
