Operators and insurers will - rather unreasonably - want legal watertight definitions of "control" and "safe" before they allow their wallets to sail through any straits anywhere.
My rather simplistic view of "control" is that an unarmed ship is able to navigate through the area "controlled" without incident. Whether that be the risk of a mine, of being attacked from the air, or of being boarded by a military force. Because that is what control looks like.
