Kyiv Post:

⚑️ Hungary’s prime minister, Viktor OrbΓ‘n – widely seen as one of the Kremlin’s closest allies within the European Union – has renewed his criticism of Ukraine’s president, Volodymyr Zelensky, amid a growing dispute over Kyiv’s path to EU membership.

β€œMember states set the conditions β€” not the candidate countries,” OrbΓ‘n said, responding to Zelensky’s insistence that any draft peace agreement should include a clear date for Ukraine’s accession to the bloc. Without a defined timeline, Zelensky warned, Russia could seek to stall or obstruct the process β€œthrough certain European representatives.”

β€œPutin’s β€˜peace talks’ are fake.”

In the latest episode of Off the Record, former Ukrainian Prime Minister Arseniy Yatsenyuk sits down with Natalka Cmoc to break down 12 years of Russian aggression β€” and why Ukraine must win, not just survive.

What would real security guarantees actually look like? And what happens if the West gets it wrong?

⚑️ Russian infantry assaults on Ukrainian positions have slowed after Kremlin forces lost access to the crucial Starlink satellite system and the widely used Telegram messaging app.

⚑️Ukrainian energy workers, miners and engineers have created their own β€œmemory helmets” bearing the names of colleagues who were killed at their workplaces in Russian attacks.

The gesture was intended as a show of support for the Olympic skeleton racer Vladyslav Heraskevych, who was disqualified before his first run at the 2026 Winter Olympics. His suspension followed controversy over a helmet commemorating Ukrainian athletes killed during Russia’s war.

⚑️ β€œUkraine is NOT losing,” β€” Zelensky in an interview with The Atlantic

Kyiv Post collected key takeaways from the Ukrainian president’s latest interview.

β–ͺοΈβ€œThere is no greater victory for Trump than to stop the war between Russia and Ukraine,” Zelensky said. β€œFor his legacy, it’s No. 1.”

β–ͺοΈβ€œThe most advantageous situation for Trump is to do this before the midterms. Yes, he wants there to be less deaths. But if you and I are talking like adults, it’s just a victory for him, a political one.”

β–ͺ️Zelensky expressed readiness for negotiations β€” but only on fair terms, stressing that peace must be dignified and lasting, not a quick deal for political optics.

β–ͺοΈβ€œI don’t think we should put a bad deal up for a referendum,” Zelensky stated. The idea of holding elections during the war, he said, came from the Russians, β€œbecause they want to get rid of me.”

β–ͺοΈβ€œWe’re not afraid of anything. Are we ready for elections? We’re ready. Are we ready for a referendum? We’re ready.”

β–ͺοΈβ€œWe are in a hurry to end the war,” he said. But that’s not the same, he emphasized, as rushing to cut a deal, no matter the terms.

β–ͺ️Kyiv insists that any path to peace must begin with real security guarantees from the US and Europe to prevent future Russian aggression.

⚑️ China supports Ukraine’s territorial integrity and sovereignty, Foreign Minister Andrii Sybiha said after meeting with Chinese Foreign Minister Wang Yi.

Sybiha also stated that China will send an energy assistance package to Ukraine.

⚑️ NATO Secretary General Mark Rutte mocked Russia’s battlefield ambitions, saying it is advancing β€œat the stilted speed of a garden snail.”

⚑️ Ukrainian troops are launching pinpoint counterattacks near the Dnipropetrovsk–Zaporizhzhia border, exploiting chaos inside Russian ranks as Putin’s forces reel from losing access to Starlink and facing major disruptions on Telegram, crippling battlefield coordination.

⚑️ Secretary of the National Security and Defense Council Rustem Umerov said that the head of the Presidential Office, Kyrylo Budanov, his first deputy Kyslytsia, Servant of the People faction leader David Arakhamia, Chief of the General Staff Andrii Hnatov, and Deputy Head of Military Intelligence Vadym Skibitskyi will travel to Geneva for trilateral talks with the United States and Russia.

Two countries demand explanations over Heraskevych’s disqualification from the 2026 Olympics
β€œWe consider it important to receive explanations regarding the validity and proportionality of the decision.”
The National Olympic Committees of Latvia and Lithuania have appealed to the International Bobsleigh and Skeleton Federation (IBSF).
They noted that the design of Heraskevych’s helmet contained no political slogans or appeals and was dedicated to the memory of Ukrainian athletes killed in the war.
The NOCs asked the IBSF to clarify the regulatory basis of the decision, assess the helmet design in line with IOC principles, and provide recommendations on distinguishing commemorative actions from political statements in the future.

I'm so pleased about this. Put them under the spotlight and keep it highlighted.

From Stalin to Putin – Russia’s history of torture | Documentary
Torture in Russian captivity is systematic. In a new documentary, The Kyiv Independent’s War Crimes Investigations Unit uncovers the torture of Ukrainian civilians held by Russian forces and traces the roots of these practices through Russian history. The documentary features civilians from different regions and backgrounds who were detained in occupied Ukrainian territories and in Russia itself. Despite being held at different times and in different locations, their testimonies describe strikingly similar patterns of abuse. By combining firsthand accounts with historical research, the investigation shows how torture has persisted across generations and continues to shape Russia’s war against Ukraine.

Allies pledge 35 Patriot missiles (https://kyivindependent.com/allies-pledge-35-patriot-missiles-for-ukraine-sounds-a-lot-but-is-it/) for Ukraine β€” sounds a lot, but is it?
Ukraine is set to receive 35 missiles for U.S.-produced Patriot air defense systems from its partners soon, German Defense Minister Boris Pistorius told journalists on Feb. 12 following a meeting of the Ukraine Defense Contact Group at NATO headquarters.
Responding to news of new deliveries, Yurii Ihnat, head of the Air Force communications department, said Ukraine critically needs additional systems to repel Russian attacks.
"Every time Russia attacks us with ballistic or cruise missiles, we use a large number of interceptor missiles," Ihnat said, adding that usually one interceptor shoots down one aerial target, though sometimes a single missile can take out two.

Russia confirms $12 trillion pitch to Trump tied to Ukraine deal β€” White House stays silent on proposals (https://kyivindependent.com/russia-confirms-12-trillion-pitch-to-trump/)
Russia appeared to confirm on Feb. 13 the existence of a sweeping U.S.-Russia economic proposal known in Kyiv as the "Dmitriev package," days after President Volodymyr Zelensky first disclosed it publicly.
The White House twice declined to confirm the existence of such proposals in comments to the Kyiv Independent β€” first after Zelensky's disclosure and again following a subsequent Bloomberg reporting.

UNITED24Media,

  • We can share our experience. I am glad that during this Munich Security Conference we are launching joint production. We will also discuss security. Our vision will be presented tomorrow, said Ukrainian President Volodymyr Zelenskyy during his visit to Munich.
β€œEurope needs an independent and strong defense industry in partnership with the United States. I believe Europe must be independent and backed by strong security guarantees. Ukraine is a strong and reliable partner with real experience gained during this tragic war. We are ready to share this experience. We are ready to be partners and to support Europe. We also count on a strategic partnership with Germany and other European countries.”
  • German Chancellor Merz on possible talks with Putin: β€œIf it makes sense to talk, we are ready to talk. But they have to concede that they are really willing to talk about a ceasefire and then about the peace plan.”
  • Ukrainian skiers honored fallen athletes after their race at the 2026 Olympics.
The team knelt while holding the Ukrainian flag. Through this gesture, they also showed support for Vladyslav Heraskevych, who was disqualified over a β€œmemory helmet.” Their action once again reminded the world that the war in Ukraine continues. Every day, we lose the best. Even on the Olympic track, this must not be forgotten, the message says.
  • Thanks to you, the Sky Sentinel fundraiser is complete! πŸ”₯
Together, we raised $3,300,000 for 22 air defense units. This was a joint effort between people and companies who understand how important it is to strengthen Ukrainian air defenses. AI-controlled turrets have already helped destroy enemy drones and missiles, saving the lives of Ukrainians. We would like to thank AWT Bavaria and Uklon, the NAFO, Toonie Tuesday and Reddit communities, Saint Javelin, the ANC pharmacy chain, Vitaliy Kozlovskiy, DOROFEEVA and POSITIFF for their support. And, of course, we would like to thank every donor who participated. πŸ’™
  • ❗️ Court of Arbitration for Sport dismissed Vladyslav Heraskevych’s claim against the International Olympic Committee, reports Suspilne Sport.
β€œWe confirm that freedom of expression is allowed at the Olympics, but not at competition venues. The judge heard the arguments of both sides and made a decision in line with IOC guidelines,” said CAS Secretary General Matthew Reid.
  • Poles will be able to fight for Ukraine: the Sejm has passed a law granting full amnesty to those serving in the Ukrainian Armed Forces, Polskie Radio reports.
Polish volunteers will not be prosecuted, and previous sentences will be overturned. A total of 406 MPs voted in favor of the law, four opposed it, and 19 abstained. Previously, Poles could face three months to five years in prison for serving in a foreign army without official permission. The amnesty applies retroactively from April 2014.
  • ❗️Ukraine will prepare and send partners a list of needs to support our energy infrastructure and military sector, said Volodymyr Zelenskyy.
β€œWe count on support, attention, and security guarantees for Ukraine and all of Europe,” the president said after the Berlin format meeting. The parties discussed continued support for the PURL program and the implementation of the SAFE initiative for joint weapons production. Partners confirmed the importance of supporting Ukraine, agreed on common positions, and outlined further steps and contacts in a β€œbroad circle.”
  • Ukraine is not losing. One kilometer of occupied Ukrainian land costs Russia 170 casualties, said Volodymyr Zelenskyy.
The president said the Russian army is suffering heavy losses and that claims of a major β€œoffensive” are exaggerated: β€œUkraine is not losing. For every kilometer of occupied Ukrainian land, they pay with 170 casualties β€” killed or seriously wounded who will never return. We have all the evidence. Can we say they have been winning anywhere in recent months? No.” Zelenskyy also commented on proposals for a β€œfree economic zone” and troop withdrawal: β€œFor us, this simply means abandoning our territory. I do not see any justice in that.”
  • Ukraine has received information from the United States about its readiness to ratify legally binding security guarantees in Congress β€” not just assurances β€” for the first time in Ukraine’s history. The draft of bilateral guarantees is almost ready, said Ukrainian Foreign Minister Andrii Sybiha during the panel discussion β€œSpotlight: Security Guarantees for Ukraine.”
β€œThe second key element of the security architecture is a military presence with an American backstop. Without the role of the United States, an effective security system in Europe is impossible. We must exhaust Russia’s economy and its military capabilities. Ideally, both at the same time. Putin has not achieved any strategic goals in Ukraine β€” and must admit he will never achieve any military goals here. It is probably time to ban visas for participants in Russian aggression β€” Russian military personnel and their families β€” and deny them the opportunity to visit Europe, Canada, and the United States. That would be truly painful for them.”
  • ✈️ At NATO exercises in 2025, Ukrainian troops outperformed a rival thanks to drones, WSJ reports.
During military exercises in Estonia in spring 2025, a group of Ukrainian drone pilots demonstrated how drones and battlefield analysis systems are reshaping modern warfare. β€œIn one scenario, a battle group of several thousand soldiers, including a British brigade and an Estonian division, attempted an offensive. According to several sources, they failed to consider that drones had made the battlefield fully transparent. The NATO battle group moved without camouflage, parking tents and armored vehicles in open areas,” recalled one participant who played the opposing force. β€œEverything was destroyed,” the report says.
  • A Su-27UB fighter jet from one of Ukraine’s tactical aviation brigades in the sky over Ukraine.
  • β€œI am younger than Putin β€” that matters. He does not have much time,” President Zelenskyy said in an interview with Politico.
  • Russian occupiers struck the Novhorod-Siverskyi District State Administration building with a drone. The building was almost completely destroyed, said Oleksandr Seliverstov, head of the Regional Military Administration.
β€œThe enemy is deliberately targeting civilian and administrative infrastructure, trying to intimidate people and destabilize life in border communities,” he said. According to Seliverstov, information about possible casualties is being clarified.
  • Riding the Ukrainian land is harmful for the Russians.
  • War β€œAwakened” Europe: Bloomberg names three key changes
Russia’s full-scale invasion of Ukraine became a shock and a turning point for Europe. According to Bloomberg, the continent was forced to rethink its economic model, defense policy, and even its perception of Russia. Much of this change is irreversible. ▫️ Economy. The loss of Russian gas exposed Europe’s vulnerability. Energy-intensive industries were hit, and the model built on cheap resources was called into question. The crisis showed that the EU’s economic resilience was weaker than it appeared before 2022. ▫️ Defense. NATO countries increased defense spending commitments. Germany launched a major rearmament program and is discussing a return to conscription. Finland and Sweden joined the Alliance. ▫️ Russia is no longer seen as a β€œpartner.” Illusions of strategic cooperation have faded. The EU increasingly describes Russia as an β€œimperial project.” ▫️ Expensive autonomy. Reducing dependence on Russia, the United States, and China will require higher spending on defense, energy, and industry. This means more government spending, new subsidies, and additional pressure on national budgets. Ultimately, taxpayers will bear the cost.
  • πŸŽ¬πŸ‡ΊπŸ‡¦ The trailer for the film β€œTraces,” about crimes committed by Russian military personnel against Ukrainian women, has been released.
The world premiere of the film by Alisa Kovalenko and Marysa Nikityuk will take place on February 16 at the 76th Berlin International Film Festival. The film presents six stories of Ukrainian women who recount the sexual violence and torture they endured during Russian occupation in different regions of Ukraine.
  • A Ukrainian F-16 fighter jet shoots down a Shahed drone with an AIM-120 AMRAAM missile β€” the last one in its arsenal.
  • Volodymyr Zelenskyy met with Vladyslav Heraskevych and presented him with the Order of Freedom.
β€œRemembrance is not a violation […] Ukraine will have both champions and Olympians. But the most important thing Ukraine has is its people β€” those who preserve the truth and the memory of athletes killed by Russia, who will never again be able to compete because of Russian aggression,” the president said.
  • Russian UAV hits a house in one of Odesa’s districts, woman killed β€” City Military Administration head Serhii Lysak.
β€œThe enemy attacked Odesa again. A UAV strike damaged a one-story residential building in one of the city’s districts. A fire broke out,” he said. While clearing the rubble, rescuers recovered the body of a woman born in 1950, the City Military Administration reported.

Live: Ukraine

  • Zelenskyy has arrived in Germany to participate in the Munich Security Conference.
Presidential spokesperson Nykyforov noted that on Friday the head of state is scheduled to visit the joint Ukrainian-German defense enterprise Quantum Frontline Industries GmbH. Bilateral meetings are also planned with German Chancellor Merz, Danish Prime Minister Frederiksen, Finnish President Stubb, Dutch Prime Minister Schoof, and the heir to the Iranian throne in exile, Pahlavi. In addition, Zelenskyy will participate in a "Berlin Format" meeting with leaders of European countries, the EU, NATO, and US Secretary of State Rubio.
  • πŸ‡¨πŸ‡³China will provide Ukraine with an energy assistance package.
This was stated by the Minister of Foreign Affairs of Ukraine following a meeting with his Chinese counterpart Wang Yi. "We focused on ways to develop mutually beneficial trade and bilateral ties based on mutual respect for territorial integrity. We discussed peace efforts and China's important role in facilitating the end of the war," said the head of the Ukrainian Foreign Ministry. Sybiha invited Wang Yi to visit Ukraine and received an invitation to visit Beijing.
  • A German-Ukrainian enterprise will produce 10,000 drones for the Defense Forces this year.
According to Zelenskyy, these are reconnaissance UAVs equipped with artificial intelligence that have already been battle-tested. Furthermore, 10 joint ventures for the production of Ukrainian drones are expected to open in Europe by the end of the year.
  • πŸ‡¨πŸ‡³China is preparing new rules that will limit the use of touchscreens in cars, Bloomberg reports.
Regulators propose that key safety functions be controlled not through screens, but with physical buttons and switches. The document also stipulates that manufacturers must provide evidence of the safety of their technologies and provide for the possibility of remote assistance for fully autonomous vehicles. Automated driving systems must have a sufficient level of safety, including the ability to safely bring the vehicle to a stop. β–ͺ️Chinese authorities have already tightened requirements for vehicle design: after several fatal incidents, hidden door handles were banned as they could complicate evacuation from a car during an accident.
  • German Chancellor Merz stated that he is holding talks with Macron regarding the creation of a joint European nuclear deterrent

  • Five more Ukrainian children have returned home from Russia and the occupied territories.
These are children aged 4 to 15. Three of them were abducted by the Russians in 2022 from the Kherson orphanage. Another 9 year old boy ended up in the territory of the Russian Federation with his mother. The woman passed away, and the child will now live in Ukraine with his uncle. Ombudsman Dmytro Lubinets thanked the First Lady of the United States, Melania Trump, who facilitated the return of what is already the third group of Ukrainian children. In total, according to him, 1,985 children have returned home since the beginning of the full scale war.
  • πŸ‡΅πŸ‡±Poles fighting for Ukraine will be exempt from punishment β€” the country's Sejm has passed an amnesty law.
In general, Polish law prohibits citizens from fighting for another state β€” this is punishable by 5 years in prison. However, those fighting on the side of Ukraine will now be exempt from punishment. This also applies to those Poles who have already been convicted. The amnesty will cover the period starting from April 6, 2014.
  • The Court of Arbitration for Sport has dismissed Vladyslav Heraskevych's appeal against the IOC, Suspilne Sport reports.
CAS Secretary General Matthew Reeb emphasized that "freedom of expression is permitted at the Olympics, but not at the competition venue." β–ͺ️Heraskevych was disqualified from the Olympic Games for his "helmet of remembrance," which featured athletes killed during Russia's war against Ukraine.
  • Donald Trump stated that Russia wants to conclude a peace deal, so Ukrainian President Volodymyr Zelenskyy must act faster.
Responding to a question on whether the US will continue to insist that Zelenskyy hold elections in Ukraine before the summer, Trump replied: "If Zelenskyy doesn't act, he's going to lose a great opportunity."
  • πŸ‡ΊπŸ‡ΈπŸ‡ΊπŸ‡¦The United States is ready to ratify security guarantees for Ukraine in Congress, Ukrainian Foreign Minister Andrii Sybiha reported.
For the first time, this refers specifically to legally binding guarantees rather than assurances. According to Sybiha, the draft of the bilateral guarantees is nearly finalized. β–ͺ️ At the end of January, President Volodymyr Zelenskyy stated that the document on security guarantees with the USA was completely ready. Ukraine is waiting for a notification from its partners regarding where and when it can be signed. Subsequently, the document must be ratified by the US Congress and the Verkhovna Rada.

  • US Secretary of State Marco Rubio cancelled his participation in a meeting with EU leaders discussing Ukraine at the last minute, FT reports, citing sources.
Rubio was expected to meet with representatives from Germany, Poland, Finland, and the European Commission. However, the American side explained the cancellation as scheduling conflicts. One EU diplomat noted that without US participation, such a meeting effectively lost its point, as Washington remains Ukraine's key partner. Rubio did, however, hold separate talks with German Chancellor Friedrich Merz. According to sources, the topic of Ukraine was one of the main issues during their conversation. β–ͺ️ Rubio's meetings took place within the framework of the Munich Security Conference β€” the world's leading forum for discussing key international security challenges.

Well, this is concerning.

NATO Has Seen the Future and Is Unprepared - A simulation of drone warfare shows how far the alliance has to go to learn the lessons of Ukraine.

But it's good that they conducted the exercise. A British and Estonian force was the blue (NATO/friendly) team, and a ten-man force of Ukrainians was the red team. Here's an excerpt, but the article is not long and is well worth a read.

Overall, the results were β€œhorrible” for NATO forces, says Mr. Hanniotti, who now works in the private sector as an unmanned systems expert. The adversary forces were β€œable to eliminate two battalions in a day,” so that β€œin an exercise sense, basically, they were not able to fight anymore after that.” The NATO side β€œdidn’t even get our drone teams.”

Credit the Estonians for forcing NATO partners to confront these weak spots. Hedgehog was also an example of how Ukrainians can contribute to overall European security. There’s only so much you can learn from watching online footage or reading about what’s transpiring in Ukraine, says Sten Reimann, a former commander of Estonia’s Military Intelligence Center who helped bring in Ukrainian drone experts for Hedgehog. He said the results of this exercise were β€œshocking” to military officials and troops on the ground.

Edited to add that if NATO forces were to engage the Russians, a similar result could be expected, as the Russians have as much experience with drone warfare as the Ukrainians. In fact, in this wargame, the Ukrainians were playing the role of the Russians.

https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-february-13-2026/

Key Takeaways

  1. Western reporting suggests that the United States has accepted Russia’s demanded sequence of having Ukraine cede territory to Russia before receiving formal US or European security guarantee commitments.
  2. Meaningful security guarantees are crucial to any peace agreement that allows Russia to occupy parts of Ukraine, especially if Ukraine withdraws from territory it currently holds.
  3. Putin’s rejection of meaningful Western security guarantees for Ukraine is a greater impediment to a prospective peace deal than Ukraine’s position on ceding its territories.
  4. The Kremlin likely sees an opportunity to manipulate the US-led negotiations process into another means through which Russia can achieve its unchanging military and political objectives, which it has failed to achieve in nearly four years of war.
  5. Russian President Vladimir Putin’s unwavering determination to conquer more Ukrainian territory and gain full political control over Ukraine is severely degrading Russia’s military and economy at the cost of the Russian population, and Russia will increasingly have to reckon with this degradation in the coming year.
  6. The Russian Central Bank lowered its key interest rate for the first time in 2026 and fifth time in the last 12 months, likely in an attempt to increase capital available for the Russian defense industrial base (DIB) and maintain the facade of domestic economic stability.
  7. Ukraine’s European allies continue to provide military aid to Ukraine through the Ramstein format, including via the purchase of US-produced weapons.
  8. Ukrainian forces recently advanced near Oleksandrivka and Hulyaipole. Russian forces recently advanced near Slovyansk.

This is a sobering read, thanks @MissConductUS for sharing. But better now than later. Hope this is the wake up call for NATO to up their drone game.

As you say, Russia is equally adept with drone warfare. NATO has to start learning from Ukrainian drone teams now.

UNITED24Media

  • Rubio: It is unclear how serious Russia is about ending the war against Ukraine.
The United States will continue to explore which conditions might be acceptable to both Ukraine and Russia to end the war. US Secretary of State Marco Rubio said this at the Munich Security Conference when asked about possible ways to end the war and the current state of negotiations with Russia, amid concerns that Moscow may be stalling and not interested in a meaningful settlement. β€œThe good news is that the list of issues that need to be resolved to end the war has narrowed. The bad news is that it has narrowed to the most difficult questions, and there is still work to be done,” Rubio said. However, he added that he could not say whether the war would end soon. β€œWe do not know how serious the Russians are about ending the war,” Rubio noted.
  • European Commission President Ursula von der Leyen said Europe must be ready to use force decisively and proactively for its protection and should learn from Ukraine’s example.
In her speech, she stressed the need for a new European security strategy, including the development of a new doctrine β€œto ensure that Europe can defend its territory, economy, democracy, and way of life at all times.”
  • The supply of weapons from the United States to Ukraine is continuing. This year, the total will amount to about $15 billion, NATO Secretary General Mark Rutte said.
According to Rutte, this is critical assistance β€” both lethal and non-lethal weapons, including interceptors to destroy Russian missiles. However, there are still not enough of them. β€œThis is funded by European and Canadian allies. Russia has a large number of such missiles, and European countries are looking for additional systems they can transfer from their own stockpiles,” the Alliance’s secretary general added.
  • ⚑️ There is not a single power plant left in Ukraine that has not been damaged by Russian attacks, said President Zelenskyy.
β€œOne of the worst things a leader can hear is a report from the Air Force commander that air defense units are out of missiles because they were used to repel Russian strikes, there has been no replenishment, and intelligence warns that a new massive attack could come within one or two days. Sometimes we manage to deliver new missiles shortly before the strikes β€” sometimes literally at the last moment,” the president said at a conference in Munich.
  • ⚑ We are ready for a deal that will bring real peace. We believe this war can be ended, said President Zelenskyy.
Key points from the Munich conference: ▫️ Russia is using more than a thousand tankers from the so-called β€œshadow fleet,” and blocking them is necessary to cut the Kremlin’s oil revenues. ▫️ The Ukrainian army is among the most powerful in Europe, and its integration into NATO is a security issue for the entire continent. ▫️ Security guarantees must be agreed before any decisions on ending the war, and Europe should fully participate in the negotiations. ▫️ Russia began to take diplomacy more seriously after effective strikes on refineries and amid discussions about the possible use of Tomahawk missiles. ▫️ Putin may see himself as a tsar, but in reality he has become a slave to this war. If he remains in power for another decade, the threat of renewed aggression will persist.
  • President Zelenskyy held a press conference in Munich: key points
▫️ We hope to end the war this year. ▫️ After today’s meeting with Rubio, talks with Witkoff and Kushner on peace negotiations are expected. ▫️ Russia is replacing the head of its negotiating team with Medinsky, which suggests they want to delay decisions. ▫️ The US is offering security guarantees for 15 years; Ukraine is seeking at least 30 years. ▫️ Russia has captured about 7,000 Ukrainian soldiers, while Ukraine holds more than 4,000 Russian troops. An β€œall for all” exchange is possible if Russia agrees. ▫️ Putin wants full control of Donbas to present it as a victory to Russians. Ukraine will never withdraw its troops.
  • β—οΈβ€œWe do not have many Flamingo missiles. But a few days ago, they struck the Oreshnik base,” said President Volodymyr Zelenskyy.
It is now important to increase production. One major production line was destroyed by Russian strikes but has already been relocated.
  • Holes in walls and ice: The Ministry of Energy revealed the scale of destruction at energy facilities after Russian strikes.
β€œThe scale of this destruction is difficult to comprehend. The recovery effort is truly titanic.”
  • Azerbaijani President Ilham Aliyev said he believes Russia deliberately struck his country’s embassy in Kyiv.
β€œOur embassy in Kyiv was hit three times by Russia. After the first strike, we thought it was an accident and provided the Russian side with the coordinates of our diplomatic missions. Despite this, there were two more strikes. This was a targeted attack on Azerbaijani diplomatic missions,” Aliyev said at a conference in Munich.
  • πŸ‡ͺπŸ‡Ί European Commissioner calls for changes to the EU accession methodology for Ukraine
β€œWe must find a way to bridge the gap between the merit-based principle and the methodology we have used, more or less, for the past 40 years, while also addressing current geopolitical challenges. We can no longer wait β€” discussions are already underway,” said Marta Kos. She noted that even Sweden β€” one of the most developed countries when it applied for EU membership β€” needed three years to complete the accession process.
  • πŸ‡ΊπŸ‡¦ The Ukrainian people have been awarded the Ewald von Kleist Prize for their contribution to international cooperation and conflict resolution.
Volodymyr Zelenskyy received the award on behalf of Ukraine. He thanked Trump and several European leaders, including Ursula von der Leyen, Macron, Starmer, and Merz.
  • πŸ‡¨πŸ‡Ώ β€œI do not want to create overly optimistic expectations of peace in 2026,” said the president of the Czech Republic.
He recalled that three years ago he also warned against excessive optimism regarding the planned Ukrainian counteroffensive. He emphasized that he wants Ukraine to achieve peace as soon as possible, but this will require a number of steps from its partners.
  • The outcome of the war will be decided not by negotiations, but by the question of β€œwho will break first,” said Polish Foreign Minister RadosΕ‚aw Sikorski.
According to him, Putin’s talk of peace amounts to peace on the terms of Ukraine’s capitulation: β€œEvery dictator wants peace: if you surrender, there will be peace. The only question is β€” on what terms.” Sikorski said the Kremlin is ready to β€œtolerate Ukrainianness” only as a provincial version of Russian culture, not as a separate nation. β€œThe question in this war is: who will break first?” he said, adding that the key factor is Russia’s resources. β€œThe real question is when Putin will run out of resources to wage war. Cracks in the Russian economy are already beginning to appear.”
  • Zelenskyy on today’s meeting with Secretary of State Rubio:
β€œDuring the meeting with US Secretary of State Marco Rubio, I briefed him on the situation at the front, Russian strikes, and the consequences of attacks on our energy system. We discussed how to help Ukraine protect lives during the winter and strengthen our resilience. We also discussed the diplomatic process and trilateral meetings in detail. It is important that the planned talks in Geneva are effective, and I thank the United States for its constructive approach. We also addressed the sequence of steps. Progress on security guarantees and economic recovery is essential. I am grateful to the United States and to every American heart for the significant support provided to Ukraine.”
  • To ensure they do not even consider approaching Ukraine’s border, the 114th Brigade is destroying Russian military equipment in the border area in northern Ukraine.

  • Russian Orthodox Priest Urges People to Pray for End to Telegram Messenger App Ban
A Russian Orthodox Church priest has urged believers to pray for the unblocking of Telegram, after Russia’s communications regulator moved to tighten restrictions on the messaging platform, The Moscow Times reported on February 13. Alexander Mikushin, a priest at the Pokrovsky Cathedral in the city of Barnaul, said Russians should β€œask God” to bring β€œwisdom” to officials at Roskomnadzor who approved the decision to block the service. Mikushin described Telegram as more than a communication tool, calling it a space β€œfor prayer, heartfelt conversation, and helping one’s neighbor.” He even published a prayer appealing for officials to reconsider. β€œLord, grant wisdom, patience, and discernment to employees of the Federal Service for Supervision in the Sphere of Communications… Enlighten them, Lord, for the good of the people and for Your glory,” the text reads. Roskomnadzor announced on February 10 that it was stepping up measures against Telegram and preparing to block it, citing the platform’s repeated failure to comply with Russian law. By February 13, access problems had been recorded in 64 regions across Russia, according to monitoring estimates cited by The Moscow Times.
  • President Zelenskyy called proposals for Ukraine to withdraw from the Donetsk region without a fight dangerous, noting that Russia’s ambitions go far beyond control of this region.
β€œI believe they have never pursued any goal other than the occupation of Ukraine. At a minimum, they want Donbas β€” the entire Donetsk region, one hundred percent β€” in order to present it as a victory to their own society, or perhaps not even to society, but to themselves,” Zelenskyy said. He added that the head of the Kremlin can β€œsell” any of his decisions to Russian society.
  • β€œOur lesson today is clear: we cannot afford another β€˜paper tiger’ like the Budapest Memorandum. To provide real and reliable security guarantees, all of us β€” Europeans and Americans β€” must do our part. Europe and Germany are ready to play their role,” said German Defense Minister Boris Pistorius.
According to him, three points are decisive when it comes to Ukraine’s future. β€œFirst, we will continue searching for a reliable peace, because Ukraine’s future is fundamental not only for European security, but for global stability. We need a peace treaty that protects the interests of both Ukraine and Europe,” he said. Second, pressure on Russia must increase, as the Kremlin shows no willingness to compromise. Pistorius noted that Putin is dragging out negotiations. β€œThe ball is in his court,” he said, but Putin continues to shift the costs of the war onto his own people. β€œLet him not deceive himself: we will continue to do everything possible to defend Ukraine as an independent, sovereign European state. We will maintain pressure β€” political, economic, and military,” Pistorius stressed. The third point is ensuring effective post-war security guarantees. β€œThere will be peace. And when β€” not if β€” that day comes, we must make it lasting. We must protect Ukraine from any future Russian aggression. To achieve this, Ukraine needs strong and reliable security guarantees.”
  • ⚑ This week, Russia has launched about 1,300 strike drones, more than 1,200 guided bombs, and 50 missiles at Ukraine, President Zelenskyy said.
As before, energy infrastructure remains the main target. The Russians are deliberately combining strikes to destroy generation facilities, substations, and power grids. There have also been numerous attacks on residential areas. Ukrainian forces intercept a significant number of missiles, but not all of them. Therefore, there can be no pause in protecting lives, the president stressed. Zelenskyy also said that in Munich, agreements were reached with the leaders of the Berlin format to provide Ukraine with specific energy and military assistance packages by February 24.

  • πŸ‡¬πŸ‡§πŸ‡ͺπŸ‡ΊThe UK is discussing with EU countries the possibility of detaining vessels from the Russian shadow fleet, Bloomberg reports, citing sources.
According to interlocutors, some countries believe it is necessary to act more vigorously to limit Russia's ability to export oil in circumvention of sanctions. US actions near Venezuela, where several tankers violating sanctions were detained, are being considered as an example. At the same time, it is currently unclear how actively the USA will join the new initiative. Estonian Defense Minister Hanno Pevkur stated that the meeting indicated a readiness for more decisive steps. Meanwhile, the country's Foreign Minister Margus Tsahkna noted that some countries fear escalation. β–ͺ️Russia's shadow fleet numbers nearly 1,500 tankers. More than 600 of them are already under EU, British, and US sanctions due to ties with Russia.
  • Summary of President Volodymyr Zelenskyy's speech at the Munich Security Conference:
πŸ”΄There is not a single power plant in Ukraine that hasn't been damaged by Russian strikes, but we are still generating electricity. πŸ”΄156 soldiers β€” this is the price the Russian Federation pays for every kilometer of occupied Ukrainian land in the Donetsk region. Every month, Russia mobilizes approximately 40,000 people. πŸ”΄In December alone, Ukrainian troops neutralized 35,000 Russians β€” both killed and seriously wounded. In January, there were fewer Russian attacks, and Russia's losses amounted to nearly 30,000 killed and wounded. πŸ”΄Air defense missiles provided to Ukraine on Sunday were already used this Thursday. The greatest need now is for missiles for Patriot, NASAMS, and IRIS-T, followed by energy assistance and EU membership. πŸ”΄There are strong agreements ready for signature with the USA and Europe. An agreement on security guarantees must precede any agreement on ending the war. πŸ”΄Ukraine will be ready for elections provided there is a two month ceasefire.
  • I looked into Patron the dog's eyes and they said that Ukrainians will never surrender β€” Rutte
During his visit to Ukraine, he traveled to the Chernihiv region, where he spoke with people affected by Russian strikes. NATO Secretary General Mark Rutte spoke about his meeting with Ukraine's most famous sapper β€” the Jack Russell Terrier Patron β€” during his visit to Ukraine. As reported by a UNIAN correspondent, he stated this while participating in a panel discussion at the Munich Security Conference. According to him, during his visit to Ukraine, he traveled to the Chernihiv region, where he spoke with people affected by Russian strikes. "And then I met Patron. This is a dog that is led to the place where some missile hit, and he sniffs out explosives so that no more explosions occur. Everyone there is a hero: the people who are rescuers, the people who save lives, and the soldiers, of course. I even looked the dog in the eyes, and he told me that Ukrainians will never surrender," Rutte said.

  • SBU special forces destroyed half of Russia's Pantsir air defense systems in 2025.
The Security Service notes that these particular systems are the most effective in countering long range drones. Therefore, their systematic destruction allows the Ukrainian military to effectively strike bases, airfields, and other occupier facilities.
  • EU Commissioner for Enlargement Marta Kos stated that the current enlargement methodology was designed for peacetime and needs radical change.
She emphasized that Ukraine has already "contributed positively to the development of Europe" by forcing the EU to rethink its priorities and, in particular, by putting enlargement back on the agenda. "Secondly, we have realized again how important security in Europe is. Perhaps we have forgotten about it," she added. Kos also stressed that Ukraine's accession to the European Union should be perceived not only as enlargement but as a geopolitical necessity.
  • United Kingdom, France, Germany, the Netherlands, and Sweden have stated that according to laboratory studies, Kremlin critic Alexei Navalny died as a result of the effects of poison from a tree frog that lives in Ecuador.
"Russia claimed that Navalny died of natural causes. But given the toxicity of epibatidine and the symptoms reported, poisoning was a very likely cause of his death. Navalny died while in prison, meaning Russia had the means, motive, and opportunity to affect him with this poison," the statement says.
  • Zelenskyy: "We met with senators β€” we said that we want to increase security guarantees for Ukraine in terms of years so they would be more effective for investors."
"Investors need longer guarantees than 5-10 years. We have a proposal from the American side for 15 years. We want to have 20+ years β€” considering what the administration and Congress will go for," the president said.

  • Fighters of the Ukrainian 412th SBS Brigade "Nemesis" shared that they defeated NATO during last year's exercises.
In addition to Nemesis, the 427th SBS Brigade "Rarog," FPV operators of the HUR International Legion, and representatives of the Delta system participated in the Hedgehog exercises. On Thursday, the WSJ wrote about these exercises. NATO troops made several mistakes during the offensive: they moved equipment in large groups, provided insufficient camouflage, failed to check roads for mines, and the infantry did not attempt to hide when drones approached. In a single day, the Ukrainian fighters "destroyed" two NATO battalions. This amounts to between one thousand and two thousand military personnel. Video: 412th Brigade Nemesis | SBS
