https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-january-14-2026/

Key Takeaways

  1. Russian advances slowed in late December 2025 and early January 2026, likely due to less advantageous winter weather conditions and the end of efforts to meet arbitrary deadlines at the end of the year.
  2. Russian Foreign Minister Sergei Lavrov indicated that Russia’s objectives in Ukraine go beyond the territory that is currently under discussion in the latest peace plans to include all of Kharkiv, Dnipropetrovsk, Mykolaiv, and Odesa oblasts.
  3. Kremlin officials continue to insist that the United States, Ukraine, and Europe accept Russian demands, rejecting recent US-led peace efforts to find compromises to end the war.
  4. Russian forces are continuing their cognitive warfare campaign that uses small-scale cross-border attacks in previously dormant frontline areas in northern Ukraine to try to convince the West that the frontlines in Ukraine are collapsing.
  5. Russian forces have still not set conditions for a major ground offensive in northern Sumy or Kharkiv oblasts, however, and ISW continues to assess that these cross-border attacks are not part of a major Russian offensive.
  6. Russian Foreign Minister Sergei Lavrov highlighted Russia’s partnerships with Venezuela and Iran on January 14 while criticizing the Trump Administration’s recent actions in Venezuela.
  7. The Ukrainian Verkhovna Rada approved several personnel changes within the Ukrainian government on January 14.
  8. Polish officials reported that Russia conducted cyberattacks against the Polish energy grid in late December 2025.
  9. Neither Russian nor Ukrainian forces made confirmed advances on January 14.

Ukraine war latest: New type of Russian Shahed-type drone shot down (kyivindependent.com/ukraine-war-latest-update-2026-01-14/)
Ukrainian forces have shot down what they describe as a new version of a rocket-powered Russian Shahed-type drone equipped with a Soviet-era R-60 air-to-air missile, the 413th Regiment “Reid” of the Unmanned Systems Forces said on Jan. 14.

Czechia’s new government faces early divisions over Ukraine (kyivindependent.com/hope-in-czechias-ukraine-course-but-far)
Fears that the new Czech populist government would add another brick to the anti-Ukraine camp appear to be premature — at least, for now.
Petr Macinka, Czechia’s new foreign minister, who visited Ukraine on Jan. 9 mere hours after a Russian Oreshnik strike, affirmed that the two countries remain allies and that the Czech ammunition initiative will continue.
Yet, the conciliatory messaging is being muddled by more radical members of the new ruling coalition.

Why NATO can’t survive a return to spheres of influence ()

“The first company to obtain resident status was SkyFall, a manufacturer of drones and Shahed interceptors.”
“This special program, similar to the IT-focused Diia City, is designed to entice defense companies with a package of tax breaks and regulatory relief,” writes Bandrovsky.
“It has already started drawing attention from major international arms manufacturers, especially as Ukraine has become a testing ground for advanced defense technology during the war.”

Poland nearly lost power due to a large-scale Russian cyberattack on the energy sector, RMF24 reports.
The Deputy Prime Minister and Minister of Digitalization Krzysztof Gawkowski said the aim was to leave citizens without electricity ahead of the holidays. He described the incident as Russian sabotage targeting power plants, energy producers, and thermal power facilities.
Polish services intervened in time and prevented a blackout. [actually there could be an argument that they should have allowed it to happen - make Russia's actions real to people]

IMF Managing Director Kristalina Georgieva has arrived in Kyiv for a visit — Reuters.
According to the agency, Georgieva will meet with President Volodymyr Zelenskyy, Prime Minister Yuliia Svyrydenko, NBU chief Andrii Pyshnyy, and business leaders.
She will also assess Ukraine’s progress on key issues, including adoption of the 2026 budget, steps to boost domestic revenues by expanding the tax base, and securing large-scale external financing on grant-like terms.
Details of Georgieva’s visit were kept confidential due to security concerns.

🛢 The EU Council announced that, effective February 1, 2026, EU countries will lower the price cap on Russian oil.
The new limit will be $44.1 per barrel, down from $47.6.
This means European companies will be barred from providing transportation, insurance, or financing for oil transactions priced above the cap.
The ceiling will be reviewed several times a year and calculated as the three-month average market price minus 15%.
Under these conditions, Russia will either have to lower oil prices or continue exports via a “shadow fleet” — aging vessels or tankers registered under third-country flags.

Decisions are being prepared to increase financial support for frontline soldiers, President Volodymyr Zelenskyy said after a meeting with newly appointed Defense Minister Mykhailo Fedorov.
“The key priority is protecting the sky. There are concrete decisions that must be implemented as soon as possible.
Second, in coordination with the military, the technological component must be significantly strengthened to stop the advance of Russian occupiers on the battlefield and resolve critical frontline supply issues.
In particular, an audit of defense financing will be carried out promptly. Mykhailo will present options to close existing gaps.
We are also working separately on drone supplies. The Ministry of Defense must introduce a basic level of drone support for combat brigades, as well as procure specialized drones to strike the enemy deeper along the front.
Third, the Ministry of Defense will propose systemic solutions to the accumulated problems within the CCC.
Decisions have already been made to ensure a fairer distribution of personnel among combat brigades.
However, much broader changes are needed in the mobilization process to create greater opportunities both for Ukraine’s Defense and Security Forces and for the country’s economic processes.
In the near future, the Defense Minister will also present a new ministry team.”

🇪🇸🇺🇦 Spain to supply Ukraine with Lanza LTR-25 radar capable of detecting targets up to 450 km
The Spanish government has approved an agreement for the production and delivery of the Lanza LTR-25 long-range tactical radar to Ukraine to strengthen its air defense.
The contract, worth about €37 million, will remain in force until December 31, 2026, with no option for extension.
The Lanza LTR-25 is a mobile three-dimensional radar capable of detecting aircraft, drones, and cruise missiles at distances of over 450 km. As part of NATO’s air defense system, it can transmit target coordinates for interception.

The US is freezing all visa applications for 75 countries, including Russia, Iran, Somalia, and others — Fox News.
The suspension will take effect on January 21 and remain in place indefinitely until the State Department completes a review of the visa process. Consular officers have been instructed to deny visas in line with current law.

The Iranian cargo ship Rona sank in the Caspian Sea. It may have been involved in transporting weapons to Russia.
“On January 14, the Turkmenistan coast guard received an SOS signal from the Iranian cargo ship Rona. Thanks to prompt action, all 14 crew members were rescued. According to preliminary information, they are citizens of Iran and India,” Turkmenistan’s Foreign Ministry said.
Monitoring sources report that Rona was following the same route previously used by ships transporting weapons from Iran to Russia.
In 2024–2025, the vessel repeatedly called at the Russian ports of Astrakhan, Makhachkala, and Azov after departing from the Iranian ports of Amirabad and Anzeli. This time, it was also heading to Astrakhan.
In 2023, investigative journalists reported that the main route for supplying Iranian weapons to Russia runs from Amirabad and Anzeli to Astrakhan, including shipments of artillery shells.

“Paper Tiger.” Russia’s allies complain that Putin failed to help when it mattered most, Bloomberg reports.
According to the publication, Venezuela, Cuba, Syria, and Iran are feeling the consequences of the Kremlin’s “inattention.”
The most striking case is Venezuela, where leader Nicolás Maduro lost Russian protection and ended up in a US prison. Caracas accuses Russian and Cuban intelligence services of failing to neutralize the threat and criticizes the poor performance of air defense and cyber defense systems, which led to large-scale power outages.
At the same time, Bloomberg notes that Moscow now views relations with the United States as more important than ties with Venezuela. Iran remains a more significant partner for Russia, though still without deep or comprehensive support.

Russian forces are launching drones from the Zaporizhzhia Nuclear Power Plant and keeping military equipment and weapons at the site.
Footage from a Ukrainian reconnaissance drone shows Russian military equipment positioned next to nuclear reactors, which violates international humanitarian law, said Vladislav Voloshyn, spokesman for the Southern Defense Forces.

😶‍🌫️ The body of former Uralkali (Russia) director Vladislav Baumgertner, who went missing on January 7, has been found in Cyprus.
According to Russian Telegram channels citing sources, his body was discovered in a mountain gorge on the southern coast of Cyprus, between the villages of Pissouri and Avdimou.
Baumgertner was reportedly an avid rock climber and is believed to have gone climbing in windy conditions on the day he disappeared. His death was caused allegedly by an accident.

The Ukrainian documentary 'Traces,' about crimes committed by Russian military personnel against Ukrainian women, will be screened at Berlinale 2026.
The film by Ukrainian director and service member Alisa Kovalenko, co-directed with Marysa Nikiniuk, has been selected for the Panorama Dokumente competition at the 76th Berlin International Film Festival.
Traces tells the stories of women from Donbas, Kherson, and the Kyiv region who survived Russian occupation, sexual violence, and torture, and chose to speak publicly about their experiences.
Among the protagonists is Iryna Dovhan, head of SEMA Ukraine, as well as other women who testify to crimes committed by Russian military personnel.
The premiere will take place in Berlin from February 12 to 22.

Ukraine is urgently seeking new power sources (www.kyivpost.com/post/68085) to heat the capital and cities and villages across the country, Zelensky said, as authorities confront a deepening winter electricity crisis caused by Russian attacks.

Kyiv Mayor Vitali Klitschko said the situation in the Ukrainian capital remains extremely difficult after Russian strikes crippled energy infrastructure during the coldest days of winter.
“This scale of disruption is unprecedented in four years of full-scale war,” Klitschko said. Around 400 high-rise residential buildings are currently affected.
He warned that the energy situation, which underpins essential services, remains critical. Repair crews are working around the clock, but Kyiv is operating under emergency blackout schedules.
Russia has intensified strikes on Ukraine’s energy system amid the harshest cold, with temperatures plunging to –15°C. In Kyiv, residents are keeping warm however they can — lighting fires outdoors, sharing heat, and helping one another survive.
Overnight, Russian forces also attacked critical infrastructure facilities as well as residential areas, further worsening conditions for civilians already enduring prolonged power and heating outages.

Key Takeaways

  1. Russian President Vladimir Putin continues to demonstrate that he will not be satisfied with a peace settlement that only pertains to Ukraine and does not radically restructure NATO.
  2. The Kremlin continues to forward the false narrative that Ukraine’s defenses are on the verge of collapse, but data on Russian gains since the start of the full-scale invasion demonstrate otherwise.
  3. Russian General Staff Army General Valery Gerasimov continues to offer demonstrable lies and exaggerations about Russian battlefield gains to forward the Kremlin’s false narrative that a Russian military victory is inevitable.
  4. The Russian military command remains committed to its false claims that Russian forces have seized Kupyansk, despite ample visual evidence and Ukrainian and Russian reporting to the contrary.
  5. Gerasimov’s January 15 claims are part of a demonstrated Kremlin pattern of publicly presenting false information about the battlefield. These Kremlin efforts aim to spread the false narrative that a Russian victory in Ukraine is inevitable and to convince Ukraine and the West that Ukraine should accept Russia’s demands now out of fear of future Russian offensives.
  6. Ukrainian forces recently advanced near Kupyansk, Slovyansk, and in the Kostyantynivka-Druzhkivka tactical area. Russian forces recently advanced near Pokrovsk.

Russia plans to launch a large-scale geological exploration program in the temporarily occupied Donetsk region in 2026, the Foreign Intelligence Service of Ukraine reports.
The program предусматривает phased exploration of deposits, with a focus on raw materials in high demand in the modern economy, particularly strategic and rare metals.

🇫🇷 French President Emmanuel Macron stated that his country has replaced the USA as the primary provider of intelligence to Ukraine.
According to him, France is currently providing Ukraine with two-thirds of its intelligence information.
▪️ In December, the then-head of the HUR (Main Intelligence Directorate), Kyrylo Budanov, stated that Ukraine was critically dependent on contracts with the USA in the fields of space, radar, and optical imaging.

Russians have carried out 256 attacks on Ukrainian energy facilities and heating systems since the start of the heating season
Since October, the occupiers have attacked 11 hydroelectric power plants, 45 of the largest combined heat and power plants, 49 thermal power plants, and 151 electrical substations.
The highest number of strikes targeted thermal and electrical generation facilities in Kyiv and the Kyiv, Kharkiv, Odesa, Dnipropetrovsk, Sumy, Mykolaiv, and Chernihiv regions.
The Security Service of Ukraine states that it classifies strikes on the energy sector as crimes against humanity.

🇳🇴🇮🇹 Norway and Italy have sent $200 million and boilers worth over $2 million to Ukraine, announced Foreign Minister Andrii Sybiha.
The funds from Norway will be used to purchase gas and energy equipment. This amount was pledged back in July as part of the Ukrainian energy transformation program by the Norwegian government and the UN.
Italy has begun delivering high-capacity industrial boilers ranging from 550 to 3,000 kW, valued at $2.15 million. These units will be distributed to the regions most affected by the war.
Sybiha also announced new aid packages for Ukraine's energy sector from partners in the very near future.

The Ministry of Defense, in response to an inquiry from MP Yaroslav Zheleznyak, reported that the former Head of the Office of the President, Yermak, has not contacted any Territorial Recruitment Center with the intent to undergo military service.
On November 29, Yermak announced that he was heading to the front after resigning amid a corruption scandal and investigative actions by the National Anti-Corruption Bureau (NABU) at his residence.

A German court has kept Ukrainian veteran Serhiy Kuznetsov in custody — he is suspected of involvement in the bombing of the Nord Stream pipelines.
The court dismissed the defense's appeal. It ruled that functional immunity (which prevents prosecution for actions committed during wartime on behalf of a state) does not protect Kuznetsov because it does not cover violent acts carried out under the control of intelligence services.
The court also found it unlikely that Kuznetsov could claim combatant privilege — a norm under which combatants are not held liable for the use of force against an enemy.
This privilege does not extend to covert military activities, and the pipelines were classified as civilian objects. The court left open the question of whether the Nord Stream bombing could potentially be considered a war crime.

@notimagain Live: Ukraine isn't absolutely the most reliable source, though they don't deliberately provide misinformation.

Have you heard any more about this claim?:

🇫🇷 French President Emmanuel Macron stated that his country has replaced the USA as the primary provider of intelligence to Ukraine.
According to him, France is currently providing Ukraine with two-thirds of its intelligence information.
▪️ In December, the then-head of the HUR (Main Intelligence Directorate), Kyrylo Budanov, stated that Ukraine was critically dependent on contracts with the USA in the fields of space, radar, and optical imaging.

No not heard about this...

France has got it's own space based platforms for intelligence gathering and obviously their own interpreters of what's gathered but it's at nothing like the scale of the US...maybe the US has turned off the tap a little bit (priorities for them being Venezula and Iran) and the French have defaulted to being number one.

Of Ukraine and others can also go out and buy very high resolution (optical/IR/Radar) imaging from commercial suppliers.... but you still need the interpreters and analysts - maybe Grance again?

That's a clever graphic on empires across time and space, @ReleaseTheDucksOfWar . Thanks for that.
