possibly operating dispersed from less than ideal runways there are rumours they are using roads instead of runways, mainly to ensure that Russia has little idea where they are.

I think that is very very possible/probable, problem is the F-16 design isn't really best suited for those sort of operations..That may not be a factor in the recent loss but it certainly increases the degree of difficulty in operating the F-16 by the Ukrainian Air Force.
