Agree with everyone else definitely the Swedish/Danish one with subtitles.

Broadchurch and The Stranger.

The Office - UK version
No other show will ever come close to the genius of that show.

If you don't mind a bit of subtitles, as well as Spiral and The bridge previously mentioned, try The Killing and Borgen and Rita.

Yes, Minister and Yes, Prime Minister were IMO easily among the funniest, and very clever.

The original House of Cards was brilliant.
