@blueshoes, regarding degrading the Russian EW assets, I think the Ukrainians have made good progress on this. They had paused the use of HIMARS GMLRS missiles because Russian jamming of their GPS/Satnav guidance degraded their performance so often. I'm now seeing more reports like this:

While I obviously don't know for sure, I think it's more likely that Ukraine has managed to destroy most of Russia's EW assets deployed in Ukraine and the occupied territories. They tend to be mounted on fairly large vehicles, so they are not easy to hide. Their biggest weakness is that when active, they broadcast their location with their jamming signals.

GPS radio signals are very weak, so it's not that hard to just drown them out by transmitting on the same frequencies.

I think we can’t read the significance without knowing their usual pattern and so work out whether this port call is an outlier or not.

FWIW units of the Soviet Long Range Air Force used to regularly deploy all the way from their northern Russian bases out to Cuba in considerable numbers for a few days at a time during the Cold War, it was seen as pretty much routine.

Yes, Ukraine was hitting the ferries they used to keep explosive cargo off the bridge with ATACMS.

By the way, I meant to say "Unless the Russians also deploy shorter-range air defense systems to protect the S-500, I think it will fail to intercept ATACMS fires."

Perhaps the Russians will surprise me. The S-500 was designed to hit ballistic targets at very long range. ATACMS are considered quasi-ballistic, as they can maneuver in flight, which makes them harder to intercept at longer ranges.

There's no substitute for combat testing.

I appreciate that the philosophy of our security agreement is in fact the philosophy of NATO. The issue of NATO is covered through the text. The document states that the U.S. supports Ukraine’s future membership in NATO and sees this agreement as a bridge to NATO membership.

A fighter squadron isn't that big. It typically has 18-24 aircraft, some of which are usually down for maintenance.

The "not limited to" bit is also not a promise to deliver more advanced fighters. It could be training aircraft, transports, etc.

The implication of Zelenskyy's phrasing is extra fighters, though ofc no firm detail. As far as I can work out, while more F16s might be delivered Ukraine only has 20 pilots who are in advanced training to fly them, which doesn't sound many once a few pilots have been lost due to enemy action / accidents to me.
