It's not so much the smoothness of his skin - it's the total lack of movement and facial expression. I find it impossible to gauge his feeling about anything, especially as his voice is so monotone too.

Just a really weird speaker, and so very very very slow!

I've never known a leaders face not to move at all when speaking about the deaths of thousands of civilians.

Perhaps the seriousness of the topic, in addition to the widely known fact that he overcame a debilitating stutter would explain that better than starting a speculative thread about Botox, without acknowledging either? Any comment about the actual content of the speech?

Recently saw a clip of Biden from 8 years ago, I didn't know it was the same person, due to the animated face and tons of expression. I think he's probs party to regular injectable botox and fillers. It's an unfortunate look for someone trying to emote about world events. His voice always seemed monotone I think the weirdness is the static face.
