@Oliotya Oh no, I didn't mean to suggest that unconscious bias manifests in subtle behaviour. I was replying to @Kjo1977 who suggested that the official believed she was being subtle. I replied to say I didn't see how she could have believed that, because what happened was the very opposite to subtle.
I take your point about deliberate racism.
I know I don't have the experience of racism that pps do on here. I am white Irish. What I can tell you is that amongst the majority of Irish people, especially educated people, showing racist behaviour is considered taboo. Nobody I know would dream of telling racist jokes for example, they would be thought less of if they did. There are Irish people who would of course, don't think I'm trying to deny that. But it's not considered acceptable behaviour by most. As I said being racist is seen as taboo by the majority. That’s my experience and why I was so surprised as well as appalled by what happened the little girl.
I think unconscious bias is a much bigger problem for the majority. Being racist without realising if that's possible. Stereotyping. Are you saying you'd call some of that deliberate racism @Oliotya? Maybe I have the wrong language? I will read the books suggested upthread don't worry.
Unfortunately, racism towards Irish travellers (who are a separate ethnic group) can be more overt here in Ireland. (I'm using the term racism in the broader, legal sense here. I know we're the same race.)
