Yes, cats eat eggs, they love them, whether raw or cooked.

Plus they're very good at playing with round things and knocking them off whatever surface they rest on so while you were busy taking your boatful of bananas across the river, the cats you've left behind will be knocking the eggs out of the basket onto the rocks on the river bank and eating the contents.

Back to the 'puzzle' in the OP, I agree that it's too ambiguous to call. It's probably 28, but that's assuming that the basket counts as zero and the size of the cat is irrelevant. Plus for anyone looking it on a phone screen, it's hard to see how many bananas etc there are so it's not very inclusive for those who don't have pin sharp eyesight.
