What makes someone dull / boring in your opinion?

What do you think makes someone fairly dull / insipid? What would make someone have no personality in your opinion? What would distinguish someone who is boring from someone who is fairly memorable and would make an impression on you?

People who are always negative but never willing to take any positive steps to change their situation, think the world is against them but never take any heed of advice or support given to them. It's almost as though they want to be unhappy. I am quite optimistic in my outlook on life and definitely someone who believes that positive things happen if you go and look for them so I find intrinsically negative people far too draining and ultimately, dull. Maybe it's my own personality flaw but I prefer to surround myself with people who also look for the good things in life and not constantly focusing on the negative.

People who talk at you rather than talk to you. Yawn.

I rarely meet people I find really dull and boring. The two that immediately spring to mind are both old work colleagues. Probably because I had no choice but to have to socialise and be around them where as outside work you can be much more selective about who you spend your time with.

I think anyone who is just into a hobby and their lives revolve around it and they don't want to hear about anything else and talk exclusively about it. That's pretty boring. Unfortunately I know a couple of people like that and I dread spending time with them. Maybe that's not really about being boring, just being inconsiderate.
